U.S. Economic Growth Slowed to 2.4% Rate in 2nd Quarter

The United States economy expanded at a 2.4 percent
annualized rate in the second quarter of this year, slowing
significantly from the revised 3.7 percent rate of the
previous few months, the Commerce Department reported on
Friday.

Gross domestic product, a broad measure of the total value of
goods and services produced in the economy, has been
expanding for the last year, leading many economists to
believe the recession that began in December 2007 is
technically over.

But G.D.P. growth in the last quarter of 2009 was much more
robust than it has been this year, which, coupled with
disappointing job creation, has led to worries that the
recovery is losing steam. Many economists expect growth rates
under 2 percent for the remainder of the year.

Rangel to Stand Trial Before House Panel in Ethics Case

Representative Charles B. Rangel will stand public trial on
13 counts of violating House rules, after the veteran
congressman failed to reach a settlement to avoid the rare
and potentially embarrassing proceeding.

Members of the House ethics committee detailed on Thursday
the numerous charges against Mr. Rangel, a Democrat from
Harlem, including multiple breaches of the House ban on
accepting gifts of more than $50 and of the requirement that
members act at all times in a way that reflects creditably on
the House.

Committee members struck a somber but determined tone in
their brief public meeting, expressing affection for Mr.
Rangel while at the same time saying they need to uphold the
integrity of Congress, especially given its dismal standing
with the public.

Fed Board Member's Deflation Warning Hints at Policy Shift

James Bullard, the president of the Federal Reserve Bank of
St. Louis, warned on Thursday that the Fed's current policies
were putting the American economy at risk of becoming
"enmeshed in a Japanese-style deflationary outcome within the
next several years."

The warning by Mr. Bullard, who is a voting member of the Fed
committee that determines interest rates, comes days after
Ben S. Bernanke, the Fed chairman, said the central bank was
prepared to do more to stimulate the economy if needed,
though it had no immediate plans to do so.

A subtle but significant shift appears to be occurring within
the Federal Reserve over the course of monetary policy, amid
increasing signs that the economic recovery is weakening. Mr.
Bullard had been viewed as a centrist, and associated with
the camp that saw inflation, the Fed's historic enemy, as a
greater threat than deflation.

Judge Blocks Key Sections of Arizona's Immigration Law

A judge on Thursday blocked the most controversial sections
of Arizona's new immigration law from taking effect, handing
a major legal victory to opponents of the legislation.

The law will still take effect Thursday, but without many of
the provisions that angered opponents -- including sections
that required officers to check a person's immigration status
while enforcing other laws. The judge also put on hold a part
of the law that required immigrants to carry their papers at
all times, and made it illegal for undocumented workers to
solicit employment in public places.

U.S. District Judge Susan Bolton put those sections on hold
until the courts resolve the issues.

Opponents say the law will lead to racial profiling and is
trumped by federal immigration law.

Gov. Paterson Won't Be Charged in Aide's Domestic Violence Case

The retired judge investigating Gov. David A. Paterson's
intervention in a domestic violence case involving a former
top aide will not recommend any charges against the governor,
according to a person with knowledge of the case.

The judge, Judith Kaye, the former chief judge of the New
York State Court of Appeals, is expected to release the
results of her four-month investigation into Mr. Paterson on
Wednesday afternoon. Ms. Kaye was asked to take over the
investigation in April by Attorney General Andrew M. Cuomo,
who recused himself from the case.

While Mr. Paterson does not appear to be in further legal
jeopardy, the aide, David W. Johnson, may face further
charges, the person said. Ms. Kaye will refer evidence
regarding Mr. Johnson to the Bronx district attorney, Robert
T. Johnson, who is already looking into the allegations that
Mr. Johnson assaulted his former girlfriend, Sherr-Una
Booker, last Halloween.

Gulf of Mexico Oil Slick Appears to Vanish Quickly

The oil slick in the Gulf of Mexico appears to be dissolving
far more rapidly than anyone expected, a piece of good news
that raises tricky new questions about how fast the
government should scale back its response to the Deepwater
Horizon disaster.

The immense patches of surface oil that covered thousands of
square miles of the gulf after the April 20 oil rig explosion
are largely gone, though there continue to be sightings of
tar balls and emulsified oil here and there.

Reporters flying over the area Sunday spotted only a few
patches of sheen and an occasional streak of thicker oil, and
radar images taken since then suggest that these few
remaining patches are quickly breaking down in the warm
surface waters of the gulf.

BP Announces $17 Billion Loss, Names Dudley Chief Executive

BP named Robert Dudley as chief executive Tuesday and
reported a record $17 billion loss in the second quarter in
the aftermath of the oil spill in the Gulf of Mexico.

BP set aside $32.2 billion for costs related to the spill,
including $20 billion for an escrow fund announced earlier.
To help cover the costs, the company plans to sell assets
worth $30 billion over the next 18 months.

Mr. Dudley, an American, is to become BP's first non-British
chief executive at the beginning of October, replacing Tony
Hayward, who is stepping down following criticism about the
way he handled the spill.

Ford Earns $2.6 Billion Profit, and Projects Improvement in 2011

The Ford Motor Company on Friday said it earned $2.6 billion
in the second quarter and expects to have more cash than debt
by the end of 2011.

It was the fifth consecutive quarterly profit for Ford, whose
turnaround has been gaining momentum as it has increased
sales and market share in the United States.

Ford, the only Detroit automaker not to file for bankruptcy
protection or receive emergency federal aid, said it expects
to be profitable in the second half of this year and deliver
even stronger results in 2011. It said profits in the second
half of 2010 would be less than the $4.7 billion it earned in
the first half, however, due to seasonal changes in demand
and new product introductions.

House Panel Says Rep. Charles B. Rangel Violated Ethics Rules

A House investigative panel has concluded that Representative
Charles B. Rangel, Democrat of New York, violated a range of
ethics rules.

The investigative panel did not disclose any details about
the violations that it found, but one House official who has
been briefed on the findings said that they included some
that were among the most serious allegations that had been
examined.

In its investigation, which lasted nearly two years, the
committee looked into accusations that Mr. Rangel received
improper discounts on four rent-stabilized apartments he
rented in Harlem, that he failed to report or pay taxes on
rental income from a villa he owned in the Dominican
Republic, and that he improperly provided legislative favors
for a company that promised to give $1 million for an
academic center named for him.

Extension of Jobless Benefits Clears Key Senate Hurdle on 60-40 Vote

With the bare minimum of votes required to avoid a
filibuster, the bill to extend unemployment benefits cleared
the most important procedural hurdle in the Senate and
advanced to a final vote and all but certain passage,
expected later today. Democrats in the Senate moved ahead
with the bill after an interim appointee, Carte Goodwin, was
sworn in this afternoon to fill the West Virginia seat left
vacant by the death of Robert C. Byrd and provide the 60th
yes in a largely party-line vote. The bill is expected to be
approved by the House of Representatives on Wednesday.

Goldman Sachs to Settle Securities Claim for $550 Million, a Person Close to the Deal Says

Goldman Sachs has agreed to pay $550 million to the
Securities and Exchange Commission to settle charges of
securities fraud linked to mortgage investments sold to
investors, a person briefed on the matter told The New York
Times's Edward Wyatt.

Under the terms of the deal, Goldman will pay $300 million in
fines to the S.E.C., with the rest serving as restitution,
this person said. Goldman will not admit wrongdoing.

The S.E.C.'s director of enforcement, Robert Khuzami, is
scheduled to hold a press conference late Thursday afternoon.

Switzerland Rejects Polanski Extradition Request by U.S.

The Swiss government has rejected an extradition request by
the United States for the film director Roman Polanski on a
charge of having sex with a 13-year-old girl in 1977.

The Justice Ministry said Monday in a statement that national
interests were taken into consideration in the decision, and
that Mr. Polanski was now a free man.

Spain Wins 2010 World Cup Over Netherlands, 1-0

A goal by Andrés Iniesta lifted Spain to a victory in the
2010 World Cup final over the Netherlands, 1-0. The goal was
scored in extra time after neither team could score in
regulation.

Spain became the first team to win the world championship
after losing the opening game of the tournament.

Bob Sheppard, Legendary Yankees Ballpark Announcer, Dies at 99

Bob Sheppard, whose elegant intonation as the public-address
announcer at Yankee Stadium for more than half a century
personified the image of Yankee grandeur, died Sunday at his
home in Baldwin, N.Y, according to The Associated Press. He
was 99.

From the last days of DiMaggio through the primes of Mantle,
Berra, Jackson and Jeter, Sheppard's precise, resonant, even
Olympian elocution -- he was sometimes called the Voice of
God -- greeted Yankee fans with the words "Good afternoon,
ladies and gentlemen, and welcome to Yankee Stadium."

In an era of blaring stadium music, of public-address
announcers styling themselves as entertainers and
cheerleaders, Sheppard, a man with a passion for poetry and
Shakespeare, shunned hyperbole.

U.S. Official Confirms Prisoner Swap With Russia

One of the biggest prisoner swaps since the cold war unfolded
on the tarmac of Vienna's airport on Friday as two airplanes
-- one carrying 10 accused Russian sleeper agents and the
other with four Russians deemed to be spies for the West --
traded their human cargoes and took off into the bright clear
sky.

An American official confirmed the exchange had taken place,
hours after the 10 accused Russian spies were whisked out of
the United States on a charter plane. The American and
Russian airplanes landed and departed in what appeared to be
a clockwork operation on a remote part of the runway in
Vienna, once a hub of clandestine East-West maneuvering.

The exchange was part of a deal with Moscow to put a quick
end to an episode that threatened to disrupt relations
between the two countries.
