House Passes Financial Overhaul Bill

The House of Representatives on Wednesday adopted legislation
to revamp the nation's financial regulatory system. It was a
party line vote that illustrated how the partisan acrimony
gripping Congress prevented cooperation, even on the
universally shared goal of averting future economic crises
and government bailouts of big banks.

The Senate is also expected to approve the measure, but the
majority leader, Harry Reid of Nevada, said that he would not
be able to schedule a vote until after Congress returned from
a weeklong recess for the Fourth of July.

Appeals Court Overturns Death Sentence for Killer of Two N.Y.P.D. Officers in 2003

A federal appeals court on Wednesday ruled that Ronell
Wilson, convicted of killing two undercover police detectives
on Staten Island in 2003, must be resentenced because of
legal errors by the prosecutor and judge during his trial,
the Associated Press reported. When he was sentenced in 2007,
Mr. Wilson became the first federal defendant to receive the
death penalty in New York City in more than five decades.

Berdych Stuns Federer in Wimbledon Quarterfinal

Roger Federer was eliminated in a quarterfinal match at
Wimbledon Wednesday by Tomas Berdych, 6-4, 3-6, 6-1, 6-4,
marking the first time since 2002 that Federer will be absent
from the final of a tournament he has won six times.

It is the second straight Grand Slam event in which Federer,
the top seed at Wimbledon and the second ranked player in the
world among men (behind Rafael Nadal), has been upset in the
quarterfinals; his defeat at the French Open a month ago
broke a streak of 23 consecutive appearances in Grand Slam
semifinals.

New Jitters About Global Growth Depress Stocks; S.&P. 500 Falls 3.1%

Stocks in the United States fell sharply Tuesday, following a
broad sell-off in Europe and Asia that was fueled by concerns
over the pace of growth in the global economy.

The global trend began after the Conference Board, a private
research group, said it had recalculated its leading economic
index for China to show only modest growth in April.

The Standard & Poor's 500-stock index closed down more than 3
percent. The Dow Jones industrial average was off almost 270
points, and fell below 9,900.

Federal Agents Arrest 10 on Charges of Spying for Russia

Ten people have been arrested for allegedly serving as secret
agents of the Russian government in the United States, the
Justice Department said Monday.

Eight of 10 were arrested Sunday for allegedly carrying out
long-term, deep cover assignments in the United States on
behalf of Russia.

Two others were arrested for allegedly participating in the
same Russian intelligence program within the United States.

Justices Rule That 2nd Amendment Also Governs State and Local Gun Laws

The Supreme Court ruled, 5-4, that the Second Amendment,
which forbids Congress from infringing the right to keep and
bear arms, applies to state and local governments as well.
The case, McDonald v. Chicago, No. 08-1521, involved a
challenge to the City of Chicago's gun control law, regarded
as among the strictest in the nation. The justices did not
strike down the Chicago law directly, but remanded the case
to a lower court for review, where it appeared likely to be
struck down under today's decision.

World Leaders at Toronto Summit Pledge to Cut Deficits

Leaders of the world's biggest economies agreed on Sunday on
a timetable for cutting their deficits and halting the growth
of their public debt, despite the Obama administration's
concern that reducing spending too quickly might set back the
fragile global recovery.

The Group of 20 countries ended a two-day summit meeting here
by endorsing a goal of cutting government deficits in half by
2013 and stabilizing the ratio of public debt to gross
domestic product by 2016. Canada's prime minister, Stephen
Harper, had proposed the targets and received the backing of
several European leaders.

House and Senate Reach Deal on Financial System Reform

WASHINGTON -- Nearly two years after the American financial
system teetered on the verge of collapse, congressional
negotiators reached agreement early Friday morning to
reconcile competing versions of the biggest overhaul of
financial regulations since the Great Depression.

A 20-hour marathon by members of a House-Senate conference
committee culminated at 5:39 a.m. Friday with the approval of
proposals to restrict trading by banks for their own benefit
and requiring banks and their parent companies to segregate
much of their derivatives activities.

On a party-line vote, the House conferees voted 20-11 to
approve the bill; the Senate conferees voted 7-5 to approve.
The agreement cleared the way for both houses of Congress to
vote on the full financial regulatory bill next week.

Siding With Skilling, Justices Limit Law on 'Honest Services'

The Supreme Court has sided with Jeffrey Skilling, the former
Enron chief executive, in limiting the use of a federal fraud
law that has been a favorite of white-collar crime
prosecutors.

The court said Thursday that the "honest services" law could
not be used in convicting Mr. Skilling for his role in the
collapse of Enron. But Justice Ruth Bader Ginsburg said in
her majority opinion that the ruling does not necessarily
require Mr. Skilling's conviction to be overturned.

The court in this ruling also sided with the former newspaper
magnate Conrad Black, setting aside a federal appeals court
decision that had upheld Mr. Black's honest services fraud
conviction. But as in Mr. Skilling's case, the justices left
the ultimate resolution of the case to the appeals court.

Fed Leaves Rates Unchanged, Citing Overseas Threats to U.S. Growth

The Federal Reserve's policy-making arm said on Wednesday
that it had decided to keep short-term interest rates near
zero for "an extended period" in light of continuing threats
to economic growth, including "developments abroad."

The Federal Open Market Committee's decision to stick with
its low-interest-rate policy was expected, given the
persistently high unemployment rate and continuing weakness
in housing and consumer spending.

As before, the committee said, economic conditions "including
low rates of resource utilization, subdued inflation trends,
and stable inflation expectations, are likely to warrant
exceptionally low levels of the federal funds rate for an
extended period."

President Obama has decided to remove Gen. Stanley A.
McChrystal as the top American commander in Afghanistan, and
have Gen. David H. Petraeus, his superior and the chief of
the United States Central Command, take the role himself, a
White House official said. The president is expected to
announce the changes from the Rose Garden this afternoon.

Oil Well Gushes Unchecked After Accident Forces BP to Remove Cap

The Coast Guard said on Wednesday that BP had been forced to
remove a cap that was containing some of the oil gushing into
the Gulf of Mexico.

Adm. Thad W. Allen of the Coast Guard said that an underwater
robot had bumped into the venting system. That sent gas
rising through vent that carries warm water down to prevent
ice-like crystals from forming in the cap.

Mr. Allen said that the cap had been removed and crews were
checking to see if crystals have formed before putting it
back on.

Judge Blocks Obama's Moratorium on Deep-Water Oil Drilling, A.P. Reports

A federal judge in New Orleans issued an injunction against a
six-month moratorium on new deep-water oil and gas drilling
projects that was imposed by the Obama administration after
an explosion on a drilling rig led to a vast oil spill in the
Gulf of Mexico, the Associated Press reported.

The White House said the administration would appeal the
ruling.

Ruling in favor of oilfield services companies whose business
suffered under the moratorium, District Judge Martin Feldman
said that the Interior Department failed to provide adequate
reasoning for the moratorium, and instead merely seemed to
assume that one rig failure meant all deep-water drilling
posed an imminent danger.

Supreme Court Upholds Law Banning Support of Terror-Linked Groups

The Supreme Court on Monday upheld a federal law that bars
"material support" to foreign terrorist organizations,
rejecting a free speech challenge from humanitarian aid
groups.

The 6-3 ruling said that the government may prohibit all
forms of aid to designated terrorist groups, even if the
support consists of training and advice about entirely
peaceful and legal activities.

BP Agrees to Place About $20 Billion in Escrow for Spill Claims

The White House and top executives of the energy giant BP
have tentatively agreed that the oil company will pay about
$20 billion over several years into an independently
controlled fund to pay compensation to people and businesses
harmed by the immense oil spill in the Gulf of Mexico. The
fund would be overseen by Kenneth Feinberg, the prominent
lawyer who ran the compensation fund for victims of the Sept.
11 terror attacks and is the government's special master for
executive pay under the TARP program. President Obama
demanded the creation of such a fund in his national address
about the oil spill Tuesday evening, and met with company
execcutives at the White House on Wednesday.

Cameron Apologizes for 1972 Northern Ireland Killings as Report Is Released

Prime Minister David Cameron of Britain offered an
extraordinary apology on Tuesday for the 1972 killings of
unarmed demonstrators by British troops in Northern Ireland,
saying that a long-awaited investigation into the violence
had left no doubt that the shootings were "both unjustified
and unjustifiable."

"On behalf of our country, I am deeply sorry," Mr. Cameron
said in a speech to Parliament. "What happened should never,
ever have happened."

The violent events on Jan. 30, 1972, in the Northern Irish
city of Londonderry, known as Bloody Sunday, triggered three
decades of bitter and sectarian strife in Northern Island and
became one of the most notorious single events in the recent
history of the Troubles, which claimed more than 3,600 lives.

Gen. David H. Petraeus Falls Ill During Senate Testimony

The commander of American forces in the Middle East, Gen.
David H. Petraeus, appeared to swoon or faint briefly during
an intense period of questioning by senators Tuesday on
whether the military can fulfill President Obama's orders to
begin pulling troops from Afghanistan in July of next year.

General Petraeus, a long-distance runner, pitched forward
toward the microphone where he was seated, and was escorted
from the Senate hearing room as the session was adjourned by
Sen. Carl Levin, the Michigan Democrat who is chairman of the
Armed Services Committee.

Senator Levin announced a few minutes later that General
Petraeus appeared to be feeling better, and was eating and
drinking water.

U.S. Discovers Nearly $1 Trillion in Afghan Mineral Deposits

The United States has discovered nearly $1 trillion in
untapped mineral deposits in Afghanistan, far beyond any
previously known reserves and enough to fundamentally alter
the Afghan economy and perhaps the Afghan war itself,
according to senior American government officials.

The previously unknown deposits -- including huge veins of
iron, copper, cobalt, gold and critical industrial metals
like lithium -- are so big and include so many minerals that
are essential to modern industry that Afghanistan could
eventually be transformed into one of the most important
mining centers in the world, the United States officials
believe.

minute.

Stocks Rebound on Positive Economic News; S.&P. 500 Climbs Nearly 3%

Indexes on Wall Street rebounded on Thursday, closing up
almost 3 percent, on a day fueled by bargain hunting and some
positive economic news.

Asian and European shares were also higher, and the euro
regained some ground.

Trading picked up in the last hour, pushing up the Dow Jones
industrial average 273.50 points, or 2.76 percent. The
broader Standard & Poor's 500-stock index rose 2.95 percent,
while the technology-heavy Nasdaq was up 2.77 percent.
