Dubai Debt Troubles Push Down Stocks in U.S and Asia

Wall Street turned sharply lower at the open on Friday, as
traders scrambled to play catch-up after sharp downturns in
Asian and European markets over the Thanksgiving holiday. In
early trading the Dow Jones industrial average was down 1.9
percent or 210 points. The broader Standard & Poor's
500-stock index fell 2.3 percent or 26 points, and the
technology-dominated Nasdaq slipped 2.4 percent or 53 points.
The markets will close at 1 p.m. Friday.

In Reversal, U.S. Guidelines Urge Mammograms at 50, Not 40

Most women should start regular breast cancer screening at
age 50, not 40, according to new guidelines released Monday
by an influential group that provides guidance to doctors,
insurance companies and policy makers.

The new recommendations reverse longstanding guidelines and
are aimed at reducing harm from overtreatment, according to
the group, the United States Preventive Services Task Force.
It also says women age 50 to 74 should have mammograms less
frequently -- every two years, rather than every year. And it
said doctors should stop teaching women to examine their
breasts on a regular basis.

Citing Progress, General Motors Reports Loss of $1.2 Billion in Third Quarter

In its first earnings report since coming out of bankruptcy,
General Motors said Monday that it lost $1.2 billion from the
time it left bankruptcy protection through Sept. 30, far
better than previous quarters and a sign that the auto giant
is starting to turn around.

The chief financial officer, Ray Young, cautioned however
that the second- and third-quarter figures do not comply with
U.S. accounting standards and should not be compared with
previous earnings.

G.M. says it is re-valuing its assets and liabilities and
should comply with accounting standards next year.

Intel Will Pay Rival Chipmaker AMD $1.25 Billion to Settle All Legal Disputes

The giant chipmaker Intel agreed on Thursday to pay its rival
Advanced Micro Devices $1.25 billion to settle antitrust and
patent disputes between the companies. Intel said it had also
agreed to abide by a set of "business practice provisions."
In return, A.M.D. is dropping suits in the United States and
Japan, and withdrawing complaints to antitrust regulators
worldwide. The two companies announced the agreement in a
joint statement.

Top executives at Blackwater Worldwide authorized secret
payments of about $1 million to Iraqi officials that were
intended to silence their criticism and buy their support
after a September 2007 episode in which Blackwater security
guards fatally shot 17 Iraqi civilians in Baghdad, according
to former company officials.

Four former Blackwater executives said in interviews that
Gary Jackson, who was then the company's president, had
approved the bribes, and the money was sent from Amman,
Jordan, where Blackwater maintains an operations hub, to a
top manager in Iraq. The executives, though, said they did
not know whether the cash was delivered to Iraqi officials or
the identities of the potential recipients.

2 Former Bear Stearns Hedge Fund Managers Found Not Guilty of Fraud Charges

Two former Bear Stearns hedge fund managers were found not
guilty of fraud charges on Tuesday.

A jury in Federal District Court in Brooklyn said the two
managers -- Ralph R. Cioffi and Matthew M. Tannin -- did not
lie to investors by presenting an upbeat picture of the funds
without disclosing that the two hedge funds they managed were
plummeting in value and that Mr. Cioffi had already pulled
some assets from one of them.

Dow Hits High for Year, 10,226.94, as Dollar Weakens

Stocks on Wall Street closed Monday at their highest level in
more than a year, with the Dow Jones industrial average
rising more than 200 points. The gains came after finance
ministers from the world's richest nations said over the
weekend that they would push ahead with efforts to revive
economic growth through interest rates and increased
government spending. But the ministers offered no assurance
that they would take steps to support the dollar, which sank
on world markets Monday, reaching $1.50 against the euro.

Sweeping Health Care Overhaul Passes the House, 220-215

The House on Saturday narrowly approved a sweeping overhaul
of the nation's health care system, handing President Obama a
hard-fought victory and advancing legislation Democrats said
could equal Social Security and Medicare as a social policy
achievement.

After a daylong clash with Republicans over a proposal that
has been a Democratic goal for years, lawmakers voted 220 to
215 to approve the $1.1 trillion, 10-year-plan that Democrats
said would provide relief to Americans struggling to buy or
hold on to health insurance in light of escalating costs and
industry practices.

House Moves Toward Vote on Health Reform, Passing Concessions to Abortion Foes

House Democrats edged closer to a vote on a sweeping health
care reform bill Saturday night as the House adopted an
amendment that would tighten restrictions on coverage for
abortions under any insurance plan that receives federal
dollars.

The concession eased a threat by some anti-abortion Democrats
to oppose the bill but it infuriated supporters of abortion
rights, who said they would support the larger bill and
continue to fight for changes in the final legislation.
