Justice Dept. Report Advises Pursuing C.I.A. Abuse Cases

The Justice Department's ethics office has recommended
reversing the Bush administration and reopening nearly a
dozen prisoner-abuse cases, potentially exposing Central
Intelligence Agency employees and contractors to prosecution
for brutal treatment of terrorism suspects, according to a
person officially briefed on the matter.

The recommendation centers mainly on allegations of detainee
abuse in Iraq and Afghanistan. It now seems all but certain
that the appointment of a prosecutor or other concrete steps
will follow.

Outsiders Were Hired as C.I.A. Planned to Kill Jihadists

The Central Intelligence Agency in 2004 hired outside
contractors from the private security contractor Blackwater
USA as part of a secret program to locate and assassinate top
operatives of Al Qaeda, according to current and former
government officials.

Executives from Blackwater, which has generated controversy
because of its aggressive tactics in Iraq, helped the spy
agency with planning, training and surveillance. The C.I.A.
spent several millions dollars on the program, which did not
capture or kill any terrorist suspects.

Robert D. Novak, the pugnacious political columnist and cable
television fixture whose scoops reached across five decades
and whose nickname, "the prince of darkness," was invoked
with renewed fervor in 2003 when, acting on a tip, he
revealed the name of a C.I.A. officer, setting the stage for
a criminal investigation, died Tuesday at his home in
Washington. He was 78.

Eunice Kennedy Shriver, Founder of Special Olympics, Is Dead at 88

Eunice Kennedy Shriver, a member of one of the most prominent
families in American politics and a trailblazer in the effort
to improve the lives of people with intellectual disabilities
died Tuesday morning. She was 88.

A sister of President John F. Kennedy and Senators Robert F.
Kennedy and Edward M. Kennedy and the mother-in-law of Gov.
Arnold Schwarzenegger of California, Mrs. Shriver never held
elective office. Yet she was no stranger to Capitol Hill, and
some view her work on behalf of the mentally retarded,
including the founding of the Special Olympics, as the most
lasting of the Kennedy family's contributions.

Burmese Activist Found Guilty; House Arrest to Continue

In a trial that was being closely watched and roundly
condemned by the international community, a court in Myanmar
on Tuesday found the pro-democracy activist Daw Aung San Suu
Kyi guilty of violating the terms of her house arrest and
sentenced her to three years in prison.

The ruling military junta immediately reduced that term to a
year and a half and said that she could serve that time under
house arrest, news agencies reported from the main city of
Yangon.

U.S. Economy Lost 247,000 Jobs in July

The pace of job losses in the United States slowed more than
expected in July and the unemployment rate dropped for the
first time since April 2008, the latest indication that
recession was easing. The economy lost 247,000 in July, after
a 443,000 loss in June, the Labor Department said. The
jobless rate dropped to 9.4 percent from 9.5 percent.

William Jefferson, Ex-Congressman, Convicted in Bribery Case

A federal jury in Alexandria, Va., on Wednesday convicted
former Representative William Jefferson, a Louisiana
Democrat, on 11 of 16 counts, including bribery in a case in
which agents found $90,000 in his freezer.

He was accused of accepting more than $400,000 in bribes and
seeking millions more in exchange for brokering business
deals in Africa. The jury deliberated five days before
returning the verdict.

Two U.S. Journalists in N. Korea Are Said to Be Pardoned

The North Korean leader, Kim Jong-il, pardoned two jailed
American journalists, the official KCNA news agency has
reported, according to Reuters. The report came after former
President Bill Clinton met with the reclusive and ailing Mr.
Kim in Pyonyang on Tuesday.

Mr. Kim granted "a special pardon," KCNA said in a statement.
