Theodore C. Sorensen, Kennedy Counselor and Wordsmith, Dies at 82

Theodore C. Sorensen, who was a close adviser and counselor
to John F. Kennedy for 11 years, writing words and giving
voice to ideas that shaped the president's image and legacy,
died Sunday. He was 82.

Mr. Sorensen said he suspected the headline on his obituary
would read: "Theodore Sorenson, Kennedy Speechwriter,"
misspelling his name and misjudging his work. "I was never
just a speechwriter," he said in an interview with The New
York Times in 2007.

He was best known for working with Mr. Kennedy on passages of
soaring rhetoric, including the 1961 inaugural address
proclaiming that "the torch has been passed to a new
generation of Americans" and challenging citizens: "Ask not
what your country can do for you, ask what you can do for
your country." Mr. Sorensen drew on the Bible, the Gettysburg
Address and the words of Thomas Jefferson and Winston
Churchill as he helped hone and polish that speech.

Signal Returns After Fox and Cablevision Reach Fee Deal

The Fox network flickered back to life in three million homes
serviced by Cablevision on Saturday night, signaling an end
to an unusually long and unusually bitter feud between the
cable company and Fox's parent company, the News Corporation.

Fox had been blacked out in Cablevision homes since Oct. 16
because the two companies could not agree on new contract
terms. Cablevision services the New York metropolitan area.

The signal was restored in time for the third game of the
World Series, which is being televised by Fox.

Obama Says Packages Bound for U.S. Contained Explosives

Two packages containing explosive devices originating in
Yemen and addressed to two places of Jewish worship in
Chicago were intercepted in Dubai and Britain, setting off a
global terror alert, President Obama said at the White House
on Friday.

The president called the packages a "credible threat,"
prompting searches of cargo planes landing at Philadelphia
and Newark and a delivery truck in Brooklyn, and a military
escort for an inbound passenger flight. No explosive packages
were found to have reached the United States.

U.S. Economy Grew at 2% Rate in Third Quarter

Still struggling to gain recovery momentum, the United States
economy grew at a fairly tepid 2 percent annual rate in the
third quarter, the Commerce Department reported Friday. The
report matched economists' expectations. Though the recovery
officially began in June 2009, growth since then has not been
consistently robust; the third-quarter reading was only a
slight improvement over the 1.7 percent pace in the second
quarter, and was not seen as strong enough to generate
significant numbers of new jobs to bring the unemployment
rate down. The report was the last major economic release
scheduled before the midterm elections next Tuesday.

F.D.A. Rejects Diet Pill in Setback for Obesity Drug Development

The Food and Drug Administration rejected another new diet
pill on Thursday, a decision that sharply diminished the
already scarce number of options available to overweight
Americans amid the nation's obesity epidemic.

The rejected drug, called Qnexa, is the third weight loss
drug to suffer a significant setback this month because of
concerns about safety, as federal regulators seem to have
heightened their scrutiny of diet pills that could pose risks
to the heart or other organs.

Firms Knew of Cement Flaws Before Spill, Panel Says

Halliburton and BP knew weeks before the fatal explosion of
the Macondo well in the Gulf of Mexico that the cement
mixture they planned to use to seal the bottom of the well
was unstable but still went ahead with the job, the
presidential commission investigating the accident said on
Thursday.

In the first official finding of responsibility for the
blowout, which killed 11 workers and led to the largest
offshore oil spill in American history, the commission staff
determined that Halliburton had conducted three laboratory
tests that indicated that the cement mixture did not meet
industry standards.

The result of at least one of those tests was given on March
8 to BP, which failed to act upon it, the panel's lead
investigator, Fred H. Bartlit Jr., said in a letter delivered
to the commissioners on Thursday.

Parts of Obama Coalition Drift Toward G.O.P., Poll Finds

Critical parts of the coalition that delivered President
Obama to the White House in 2008 and gave Democrats control
of Congress in 2006 are switching their allegiance to the
Republicans in the final phase of the midterm Congressional
elections, according to the latest New York Times/CBS News
poll.

Republicans have wiped out the advantage held by Democrats in
recent election cycles among women, Catholics, less affluent
Americans and independents; all of those groups broke for Mr.
Obama in 2008 and for congressional Democrats when they
grabbed both chambers from the Republicans four years ago,
according to exit polls.

GlaxoSmithKline Agrees to Pay $750 Million to Settle Manufacturing Complaints

GlaxoSmithKline, the British drug giant, has agreed to pay
$750 million to settle criminal and civil complaints that the
company for years knowingly sold contaminated baby ointment
and an ineffective antidepressant -- the latest in growing
number of whistle-blower lawsuits that drug makers have
settled with multimillion dollar fines.

Altogether, GlaxoSmithKline sold 20 drugs with questionable
safety that were made at a huge plant in Puerto Rico that for
years was rife with contamination. Cheryl Eckard, the
company's quality manager, asserts in her whistle-blower suit
that she warned Glaxo of the problems but the company fired
her instead of addressing the issues. Among the drugs
affected were Avandia, Bactroban, Coreg, Paxil and Tagamet.
No patients are known to have been sickened by the quality
problems although such cases would be difficult to trace.

Use of Contractors Added to Chaos of Iraq War, Trove of Documents Shows

A huge archive of documents from the Iraq war, released by
WikiLeaks, shows a multitude of shortcomings with the
military's reliance on private contractors. The contractors
lacked coordination with coalition forces and often shot with
little discrimination -- and few if any consequences -- at
unarmed Iraqi civilians, Iraqi security forces, American
troops and even other contractors, stirring public outrage.

The documents also portray the long history of tensions
between Kurds and Arabs in the north of Iraq and reveal the
fears of some American units about what might happen after
American troops leave the country by the end of 2011.

Facing denunciations from governments for the release of the
classified documents, the founder of WikiLeaks, Julian
Assange, is now finding some of his own comrades abandoning
him for what they see as erratic and imperious behavior.

A huge trove of secret field reports from the battlegrounds
of Iraq sheds new light on the war, including such fraught
subjects as civilian deaths, detainee abuse and the
involvement of Iran.

The secret archive is the second such cache obtained by the
independent organization WikiLeaks and made available to
several news organizations. A close analysis of the documents
helps illuminate several important aspects of the war:

-- The deaths of Iraqi civilians -- at the hands mainly of
other Iraqis, but also of the American military -- appear to
be greater than the numbers made public by the United States
during the Bush administration.

-- While the abuse of Iraqi prisoners by Americans,
particularly at the Abu Ghraib prison, shocked the American
public and much of the world, the documents paint an even
more lurid picture of abuse by America's Iraqi allies -- a
brutality from which the Americans at times averted their
eyes.

The Obama administration plans to refuse to train or equip
about a half-dozen Pakistani Army units that are believed to
have killed unarmed prisoners and civilians during recent
offensives against the Taliban, according to senior
administration and Congressional officials.

The cutoff of funds is an unusual rebuke to a wartime ally,
and it illustrates the growing tensions with a country that
is seen as a pivotal partner, and sometimes impediment, in a

Top Corporations Helping U.S. Chamber of Commerce Influence Campaigns

Prudential Financial sent in a $2 million donation last year
as the U.S. Chamber of Commerce launched a national
advertising campaign to weaken the historic rewrite of the
nation's financial regulations.

Dow Chemical delivered $1.7 million to the chamber last year
as the group took a leading role in aggressively fighting
proposed new rules to tighten security requirements on
chemical facilities.

And Goldman Sachs, Chevron Texaco, and Aegon, a multinational
insurance company based in the Netherlands, donated more than
$8 million in recent years to a chamber foundation seeking to
limit the ability of trial lawyers to sue businesses.

These large donations -- none of which were publicly
disclosed by the chamber -- offer a glimpse of the chamber's
money-raising efforts, which it has ramped up recently in an
orchestrated campaign to become one of the most well-financed
critics of the Obama administration and an influential player
in this fall's Congressional elections.

High-Level Talks Aim for an End to the Afghan War

Talks to end the war in Afghanistan involve extensive,
face-to-face discussions with Taliban commanders from the
highest levels of the group's leadership, who are secretly
leaving their sanctuaries in Pakistan with the help of NATO
troops, officials here say.

The discussions, some of which have taken place in Kabul, are
unfolding between the inner circle of President Hamid Karzai
and members of the Quetta shura, the leadership group that
oversees the Taliban war effort inside Afghanistan. Afghan
leaders have also held discussions with leaders of the
Haqqani network, considered to be one of the most hard-line
guerrilla factions fighting here; and members of the Peshawar
shura, whose fighters are based in eastern Afghanistan.

Wife of Clarence Thomas Reaches Out to Anita Hill Over 1991 Episode

Virginia Thomas, the wife of Associate Justice Clarence
Thomas of the Supreme Court, left a message last weekend on
the voice mail of Anita Hill, who accused her husband of
sexual harassment during his confirmation hearings, a
spokeswoman for Ms. Thomas confirmed on Tuesday.

In a message left at the office of Ms. Hill, who is now a
professor at Brandeis University, Ms. Thomas apparently
brought up Ms. Hill's accusations against her husband during
the 1991 hearings.

Andrew Gully, senior vice president of the Brandeis
University communications office, confirmed that Ms. Hill had
received the message and that she had turned it over to the
campus department of public safety. That office, in turn,
passed it on to the F.B.I.

C.I.A. Was Alerted About Bomber of Afghan Base, Inquiry Finds

Three weeks before a Jordanian double agent set off a bomb at
a remote Central Intelligence Agency base in eastern
Afghanistan last December, a C.I.A. officer in Jordan
received warnings that the man might be working for Al Qaeda,
according to an investigation into the deadly attack.

But the C.I.A. officer did not tell his bosses of the
suspicions -- brought to the Americans by a Jordanian
intelligence officer -- that the man might try to lure
Americans into a trap, according to the recently completed
investigation by the agency.

Tribune Board Said Ready to Oust Chief Executive

The board of directors of the Tribune Company is expected to
ask Tuesday for the resignation of Randy Michaels, the
controversial chief executive of the company, according to a
person directly involved in the matter.

The individual, who spoke on condition of not being
identified, said the board had lost confidence in the ability
of Mr. Michaels to lead the troubled company. Mr. Michael's
resignation would follow by days the exit of another top
executive at the media company, Lee Abrams, Tribune's chief
innovation officer, who resigned on Friday after sending a
sexually explicit memo to the entire company.

Four Men Found Guilty in Plot to Bomb Bronx Synagogues

Four men accused of planting bombs outside synagogues in the
Bronx and plotting to fire missiles at military planes were
convicted on Monday, in a case that was widely seen as an
important test of the entrapment defense.

A jury of six women and five men in Federal District Court in
Manhattan deliberated for eight days.

The four defendants - Onta Williams, Laguerre Payen, James
Cromitie and David Williams IV - face up to life in prison.
Prosecutors said the men, who all lived in Newburgh, N.Y.,
willingly cooperated with an informer working for the Federal
Bureau of Investigation who posed as a terrorist and supplied
the men with inert bombs and Stinger missile tubes.

New York voters are profoundly pessimistic about the state

be laid off in the coming year, and convinced that Albany is
rife with corruption.

But in the race for governor, they are rallying not around
the gruff outsider who has promised to take a baseball bat to
Albany, but around an insider who has spent much of his adult
life working in government: Attorney General Andrew M. Cuomo.

Countrywide's Former Chief in Settlement of Fraud Case

Lawyers have told the Associated Press that Angelo Mozilo,
the co-founder of Countrywide Financial Corporation, and two
other defendants have reached an agreement with federal
regulators to settle civil fraud and insider trading charges.

The settlement was announced at a hearing on Friday in
federal court in Los Angeles.

Countrywide was a major player in the market for high-risk
subprime mortgages that helped touch off the financial
crisis.

Bernanke Outlines 'Case for Further Action'

The Federal Reserve chairman, Ben S. Bernanke, indicated on
Friday that the central bank was poised to take additional
steps to try to fight persistently low inflation and high
unemployment.

"Given the Committee's objectives, there would appear -- all
else being equal -- to be a case for further action," he said
in a detailed speech at a gathering here of top economists in
Boston.

Mr. Bernanke noted that "unconventional policies have costs
and limitations that must be taken into account in judging
whether and how aggressively they should be used." But he
suggested that the Fed was prepared to manage the risks
associated with the most powerful tool remaining in the Fed's
arsenal of weapons to stimulate the economy: vast new
purchases of government debt to lower long-term interest
rates.

Rescuers Pull All 33 Miners to Safety in Chile

Two months, nine days and eight hours after their
excruciating ordeal began, the last of the 33 miners trapped
in an apartment-sized hole a half mile under Chile was
delivered safely to the earth's surface, capping one of the
most dramatic survival stories in mining history.

With the entire nation rapt and much of the world riveted,
the last miner, Luis Urzua, rose smoothly out of the small
hole in the ground, prompting an eruption of applause and
cheers that seemed just as heartfelt as the outpouring that
followed the emergence of the first miner nearly a day
earlier.

Steven Rattner, the former car czar, has agreed to settle a
kickback case with the Securities and Exchange Commission, a
person with knowledge of the negotiation said Wednesday.

Mr. Rattner will accept a multiyear ban from the securities
industry and pay a fine of more than $5 million, the person
said. He is still in negotiations over a similar settlement
with the office of the New York attorney general, Andrew M.
Cuomo.

The settlement, which is expected to be announced on
Thursday, caps off a multiyear investigation by the
government into kickbacks paid to officials with New York's
pension fund. Earlier this month, Alan Hevesi, the state's
former comptroller, pleaded guilty to a corruption charge
involving the state fund.

First of 33 Trapped Miners Is Rescued in Chile

The first of 33 miners who had been trapped underground in
Chile for two months ascended to the surface late Tuesday
night, the beginning of the end of a rescue operation that
has inspired the nation and riveted the world.

The first miner, said to be Florencio Ávalos, 31, traveled up
a narrow, nearly half-mile rescue shaft in a specially
designed capsule that officials had been testing for much of
Tuesday. When he emerged, rescue crews broke out into huge
rounds of applause.

If all continues to go well, the capsule is to lift the 32
other miners, one at a time, to the surface.

Judge Orders Injunction Stopping 'Don't Ask, Don't Tell'

A federal judge ordered the government on Tuesday to stop
enforcing the "don't ask, don't tell" policy, ending the
military's 17-year-old ban on openly gay troops.

U.S. District Judge Virginia Phillips's ruling was widely
cheered by gay rights organizations.

Department of Justice attorneys have 60 days to appeal. Legal
experts say the department is under no legal obligation to do
so and could let Judge Phillips's ruling stand.

White House to Lift Ban on Deep-Water Drilling

The Obama administration plans to announce on Tuesday that it
is lifting the moratorium on deep-water oil drilling, after
putting in place new rules intended to tighten safety.

President Obama imposed the moratorium after the blowout of a
BP well in the Gulf of Mexico on April 20 led to the largest
offshore oil spill in American history. But the White House
has come under intense pressure from the industry and from
regional officials and businesses that have complained about
the economic impact.

"The process is coming to its natural end," Robert Gibbs, the
White House press secretary, told reporters on Tuesday
morning. "I believe the process will wrap up very soon." The
Interior Department later sent reporters an e-mail announcing
that it would hold a telephone news conference at 1 p.m. to
discuss the resumption of deep-water drilling.
