From Pakistan, Diplomats Wrote About a Vexing Ally

Confidential cables to Washington from the American embassy
in Islamabad, obtained by WikiLeaks and made available to a
number of news organizations, illustrate deep clashes over
strategic goals on issues like Pakistan's support for the
Afghan Taliban and tolerance of Al Qaeda, and Washington's
warmer relations with India, Pakistan's archenemy.

One cable, sent less than a month after President Obama
assured reporters that Pakistan's nuclear materials "will
remain out of militant hands," expressed concern that a
stockpile of highly enriched uranium, stored for years near
an aging research reactor in Pakistan , could be used by
militants to build several "dirty bombs" or perhaps an actual
nuclear bomb.

That cable is among the most unnerving evidence of the
complex relationship -- sometimes cooperative, often
confrontational, always wary -- between America and Pakistan
nearly 10 years into the American-led war in Afghanistan.

Senate Passes Overhaul of Food Safety Regulations

The Senate passed a sweeping overhaul of the nation's
food-safety system on Tuesday that would give the Food and
Drug Administration new powers to order recalls of tainted
foods, increase inspections, oversee farming and demand
accountability from food companies. The vote was 73-25 in
favor.

The bill attracted support from major food makers as well as
consumer advocates after a series of problems with tainted
eggs, peanut butter and spinach sickened thousands of people.

Despite unusual bipartisan support on Capitol Hill and a
strong push from the Obama administration, though, the bill
could still die, because there might not be enough time left
in the session for the usual haggling between the Senate and
House of Representatives, which passed its own version of the
bill last year. Top House Democrats have said that they would
consider simply passing the Senate version to speed approval.

E.U. Launches Formal Antitrust Investigation Into Google

The top European regulator opened an antitrust investigation
into Google on Tuesday, following allegations that the
Internet giant has abused its dominance in online search.

The move follows complaints by specialized search-related
companies about "unfavorable treatment of their services in
Google's unpaid and sponsored search results," the European
Commission said in a statement.

The commission said that it was also looking into whether
Google may have given its own services "preferential
placement" in search results.

Bloomberg's Pick Gets Waiver to Be New York City Schools Chancellor

Cathleen P. Black, the publishing executive picked by Mayor
Michael R. Bloomberg to be the next New York City schools
chancellor, cleared a final hurdle on Monday as the state
granted her the waiver she needs to take office.

In a 12-page decision, the state education commissioner,
David M. Steiner, said that Ms. Black's inexperience in
education would be offset by the appointment of a chief
academic officer to serve by her side.

The city agreed to create that position on Friday after Dr.
Steiner expressed serious doubts about Ms. Black's readiness
for the job.

Leaked Cables Depict a World Guessing About North Korea

With North Korea reeling from economic and succession crises,
American and South Korean officials early this year secretly
began gaming out what would happen if the North, led by one
of the world's most brutal family dynasties, collapsed,
according to a cable from the American ambassador.

However, the cables on North Korea, part of a cache of secret
State Department cables obtained by Wikileaks and made
available to a number of news organizations, are long on
guesses and short on facts, even when containing the thoughts
of diplomats from China, the North's ally.

Other documents reveal painstaking efforts by the United
States to safely reduce the population of the Guantánamo Bay
prison in Cuba so it could eventually close. American
diplomats went looking for countries that were not only
willing to take in former prisoners but could be trusted to
keep them under close watch. In a global bazaar of sorts, the
officials sweet-talked and haggled with their foreign
counterparts.

President Obama plans to announce a pay freeze for most
federal workers later Monday morning, according to an
administration official, the latest White House move intended
to demonstrate concern over deficit spending.

The president's announcement will effectively wipe out plans
for a 1.4 percent across-the-board raise for most of the 2.1
million federal government employees in 2011. The president
has frozen the salaries of his own top White House staff
members since taking office 22 months ago.

A cache of a quarter-million confidential American diplomatic
cables, most of them from the past three years, provides an
unprecedented look at backroom bargaining by embassies around
the world, brutally candid views of foreign leaders and frank
assessments of nuclear and terrorist threats.

Some of the cables, made available to The New York Times and
several other news organizations, were written as recently as
late February, revealing the Obama administration's exchanges
over crises and conflicts. The material was originally
obtained by WikiLeaks, an organization devoted to revealing
secret documents. WikiLeaks intends to make the archive
public on its Web site in batches, beginning Sunday.

N.Y. City and State Said to Reach Deal for Schools Chief's Appointment

The state's education commissioner, David M. Steiner, and the
Bloomberg administration have reached a deal that will allow
Cathleen P. Black, a media executive, to become the next
schools chief.

A top education official in the city's schools system, Shael
Polakow-Suransky, the chief accountability officer, will be
named the chief academic officer to serve as the No. 2 to Ms.
Black, according to a person with knowledge of the agreement
between the state and the city.

In return, Mr. Steiner on Monday will grant Ms. Black a
waiver from the state law requiring the chancellor to have
certain education credentials that Ms. Black, the chairwoman
of Hearst Magazine, lacks.

Mr. Steiner had expressed reservations about granting Ms.
Black an exemption and had made the appointment of a chief
academic officer a condition for considering her nomination.

The move is a major concession from Mayor Michael R.
Bloomberg who typically resists any intrusion into his
management of city agencies.

opened a window on the world of campaign financing in
Washington, as jurors heard testimony about large
contributions flowing to Mr. DeLay from corporations seeking
to influence him and junkets to posh resorts where the

Fed Weighed Setting Target for Inflation, Minutes Show

Nearly three weeks before they announced a $600 billion
effort to push down long-term interest rates and shore up the
economy, officials at the Federal Reserve debated whether to
adopt to a formal target for inflation, and whether the Fed
chairman, Ben S. Bernanke, should "hold occasional press
briefings" to explain the Fed's economic outlook and
decision-making.

Those steps would represent a sea change in how the Fed
approaches monetary policy and how it communicates with the
public. On Wednesday, the Fed released minutes of the Nov. 3
meeting of its Federal Open Meeting Committee, which sets
monetary policy. It also disclosed for the first time that
the committee met on Oct. 15 by video conference, the first
such meeting since May 9, when the panel met to help address
the European sovereign debt crisis.

South Korea Scrambles Jets After North Reportedly Fires Near Border

South Korea says it has scrambled F-16 fighter jets and
returned fire after North Korea shot dozens of rounds of
artillery onto a populated South Korean island near the
countries' western border, according to The Associated Press.

South Korea's YTN television says two people were injured,
several houses were on fire and that shells were still
falling on Yeonpyeong island.

Irish Prime Minister to Dissolve Government After Budget Is Enacted

Brian Cowen, the embattled prime minister of Ireland, said on
Monday that he would dissolve his government and hold a new
election once a new national budget is enacted. He is
scheduled to present a proposed budget on Dec. 7.

Mr. Cowen turned aside mounting pressure to resign
immediately over the country's worsening financial crisis,
its stagnating economy and the sharp cuts in public spending
and payrolls that are likely to be in the new budget.

The continued survival of Mr. Cowen's coalition government

Plane Safe After Emergency Landing at Kennedy Airport

A plane made an emergency landing at Kennedy International
Airport Sunday after experiencing engine trouble shortly
after takeoff, officials said.

A spokesman for the Port Authority said the pilot complained
of an unspecified engine problem and determined that the
plane needed to return immediately to the airport.

The Fire Department scrambled more than 100 firefighters and
rescue personnel to the airport. When the plane landed,
officials determined that there was no fire to put out, a
spokesman said.

Emergency Units Responding to Reports of Fire on Plane at Kennedy Airport

More than 100 firefighters are at John F. Kennedy Airport in
Queens awaiting the arrival of a plane that is said to be on
fire, according to the fire department.

The fire department received a call shortly after 5 p.m. that
an airborne plane was on fire. In response, 25 units and 106
members were dispatched the airport.

"We are there on standby waiting for it to land," said a
spokesman for the fire department. "Unclear if it's the
engine or a wing."

Jimmie Johnson won his record fifth consecutive Nascar
championship by making the fewest mistakes in the season
finale.

Johnson trailed Denny Hamlin by 15 points at the start of
Sunday's race. But he had the cleanest race of the three
championship contenders and maintained his reign atop Nascar.

Carl Edwards won the race, his second consecutive victory.

Johnson finished second and claimed the title by 39 points
over Hamlin. Kevin Harvick finished third in the race and
third in the standings, 41 points behind Johnson.

North Koreans Unveil New Plant for Nuclear Use

North Korea showed a visiting American nuclear scientist last
week a vast new facility it secretly and rapidly built to
enrich uranium, confronting the Obama administration with the
prospect that the country is preparing to expand its nuclear
arsenal or build a far more powerful type of atomic bomb.

Whether the calculated revelation is a negotiating ploy by
North Korea or a signal that it plans to accelerate its
weapons program even as it goes through a perilous leadership
change, it creates a new challenge for President Obama.

The scientist, Siegfried S. Hecker, a Stanford professor who
previously directed the Los Alamos National Laboratory, said
in an interview that he had been "stunned" by the
sophistication of the new plant.

Over 95 Percent of 9/11 Workers Approve Settlement

More than 95 percent of the workers who sued New York City
and its contractors, saying their health was damaged by work
they did at ground zero in the aftermath of the terror
attacks of Sept. 11, 2001, have approved a negotiated
settlement of their claims, lawyers said on Friday. That
clears the way for payouts of at least $625 million.

The workers had until Tuesday night to accept or reject the
settlement, with 95 percent assent required for approval. In
figures presented on Friday to the federal judge overseeing
the litigation, 10,043 of the 10,563 workers, or 95.1
percent, accepted the settlement's terms.

Rattner Is Sued by Cuomo, Settles With S.E.C.

Andrew M. Cuomo, the attorney general of New York, on
Thursday sued Steven L. Rattner over his role in kickbacks to
secure investment business from the New York State pension
fund.

The attorney general filed two lawsuits, seeking at least $26
million from Mr. Rattner and a lifetime ban from the
securities industry in New York. Mr. Rattner was also added
to a forfeiture action against Hank Morris, a top adviser to
a former New York State comptroller, Alan G. Hevesi.

The lawsuits came as the Securities and Exchange Commission
announced a settlement with Mr. Rattner in which he agreed to
pay $6.2 million in disgorgement and penalties. He will also
be banned from "associating with any investment adviser or
broker dealer" for two years.

Terror Suspect Cleared of All Charges Except for One Count of Conspiracy

The first former Guantánamo detainee to be tried in a
civilian court was acquitted on Wednesday of all but one of
more than 280 charges of conspiracy and murder in the 1998
terrorist bombings of the United States Embassies in Nairobi,
Kenya, and Dar es Salaam, Tanzania.

The case has been seen as a test of President Obama's goal of
trying detainees in federal court whenever feasible, and the
result may again fuel debate over whether civilian courts are
appropriate for trying terrorists.

The defendant, Ahmed Khalfan Ghailani, 36, was convicted of
one count of conspiracy to destroy government buildings and
property.

The attacks, orchestrated by Al Qaeda, killed 224 people,
including 12 Americans, and wounded thousands of others.

Mr. Ghailani faces a sentence of 20 years to life in prison.

G.M. Shares Said to Be Priced at $33, Raising More Than $22 Billion in Biggest U.S. Initial Offering

General Motors has set the offering price for its shares at
$33 each, raising more than $22 billion and setting a record
for the largest initial public offering in American history,
people briefed on the matter said on Wednesday.

The offering will cut the government's stake in the company
by more than half, to about 26 percent, and speed up the
Obama administration's efforts to remove itself entirely from
the company, a goal that G.M. has also avidly sought. Strong
demand for the company's shares allowed a larger amount of
the government's stake to be sold than originally expected.

G.M. will return to the stock market as a public company on
Thursday morning, almost 18 months after it filed for
government-directed bankruptcy protection to shed billions of
dollars in debt and reshape its business. The government's
stake in the company stemmed from that intervention, which
injected $49 billion in public money into the company; $7
billion has since been repaid.

The Dow Jones industrial average briefly fell below 11,000
for the first time since early October.

Stocks were down for the seventh consecutive day after
worries about Europe's debt crisis and possible moves by
authorities in Asia to slow fast-paced growth there swept the
world's markets on Tuesday.

Rangel Violated Numerous House Ethics Rules, Panel Finds

A House ethics panel has found that Representative Charles B.
Rangel committed multiple ethical violations. He had been
accused of bringing dishonor to Congress by accepting
rent-stabilized apartments from a Manhattan developer,
failing to pay taxes on a rental income from his Dominican
villa and raising charitable donations from companies and
corporate executives who had business before the committee he
led.

Dolan Is Surprise Choice to Lead U.S. Bishops' Group

Archbishop Timothy M. Dolan of New York was elected president
of the United States Conference of Catholic Bishops at a
meeting in Baltimore on Tuesday, defeating the conference's
sitting vice president, Gerlad KIcanas of Tucson. It was the
first time since the 1960s that a vice president was on the
ballot for president and lost, the Associated Press reported.
Archbishop Dolan, who was notably omitted from a list of
newly elevated cardinals last month, won 54 percent of the
vote to 46 percent for Bishop Kicanas in the third round of
voting.
