At Least Six Americans Killed in Attack at Base in Afghanistan

At least six Americans were killed Wednesday when a suicide
bomber wearing an explosive vest made his way into an
American base in Khost Province in southeastern Afghanistan,
according to NATO military officials. The suicide bomber died
in the blast. Six more Americans were wounded, some of them
seriously, suggesting that the death toll could climb, the
officials said.

Incident Reported on Another Amsterdam-to-Detroit Flight

The pilots of Northwest Airlines Flight 253 from Amsterdam to
Detroit -- the same flight involved in Friday's terrorism
attempt -- requested emergency assistance Sunday upon landing
in Detroit, Scott Wintner, an airport spokesman said.

Police vehicles met the plane at the far end of the airport,
and five buses drove up to the plane, in a repeat of the same
scene that occurred on Friday. Mr. Wintner said he did not
yet know what the emergency was, and said it could be
anything from an ill passenger to a mechanical problem. "It's
a pretty typical response," he said of the police vehicles.
"With an aircraft situation, speed is of the essence." Mr.
Wintner said airport officials were on their way to the
scene.

U.S. Charges Suspect in Attempted Terrorist Attack on Plane

Abdul Farouk Abdulmutallab was charged Saturday in a federal
criminal complaint with the willful attempt to destroy an
aircraft Friday on its final approach to Detroit Metropolitan
Airport and with placing a destructive device on the
aircraft. According to an affidavit filed in support of the
criminal complaint, Mr. Abdulmutallab had a device attached
to his body. As the flight was approaching Detroit
Metropolitan Airport, Mr. Abdulmutallab set off the device,
resulting in a fire and what appears to have been an
explosion.

According to the complaint, a preliminary F.B.I. analysis
found that the device contained PETN, also known as
pentaerythritol, a high explosive. "Further analysis is
ongoing," the statement said. "In addition, F.B.I. agents
recovered what appear to be the remnants of the syringe from
the vicinity of Abdulmutallab's seat, believed to have been
part of the device." Despite his injuries, Mr. Abdulmutallab
was scheduled to be in court later in the day.

The Senate voted Thursday to reinvent the nation's health
care system, passing a bill to guarantee health insurance for
all Americans and rein in health costs as proposed by

The vote, on the 25th straight day of debate on the
legislation, brings Democrats a step closer to a goal they
have pursued for decades. It clears the way for negotiations
with the House, which passed a broadly similar bill last
month by a vote of 220 to 215.

The Transportation Department is ordering airlines to let
passengers stuck in stranded airplanes exit after three
hours.

Transportation Secretary Ray LaHood on Monday announced the
three-hour limit and other new passenger protections long
sought by consumer advocates. From January to June this year,
613 planes were delayed on tarmacs for more than three hours.

Health Bill Passes Key Test in the Senate With 60 Votes

After a long day of acid, partisan debate, Democrats held
ranks early Monday in a dead-of-night procedural vote that
proved they had locked in the decisive margin needed to pass
a far-reaching overhaul of the nation's health care system.

The roll was called shortly after 1 a.m., with Washington
still snowbound after a weekend blizzard, and the Senate
voted on party lines to cut off a Republican filibuster of a
package of changes to the health care bill by the majority
leader, Harry Reid of Nevada.

The vote was 60 to 40, a tally that is expected to be
repeated four times as further procedural hurdles are cleared
in the days ahead, and then once more in a dramatic, if
predictable, finale tentatively scheduled for 7 p.m. on
Christmas Eve.

Senate Democrats said they had neared agreement Saturday on a
major overhaul of the nation's health care system, putting
them within reach of approving legislation by Christmas.

As the Senate convened in a driving snowstorm, Democratic
lawmakers and senior officials said a breakthrough came when
Senator Ben Nelson, Democrat of Nebraska, agreed after hours
of negotiation Friday to back the legislation, making him the

The Senate is sending President Obama a critical budget bill
that combines money for the Pentagon with additional help for

The 88-10 vote means that the Senate can return to the

The $626 billion defense bill contains $128 billion for

Treasury Said to Be Backing Away From Immediate Sale of Citigroup Stake

Two days after Citigroup moved to untangle itself from
Washington, the Treasury reversed course Wednesday and backed
away from plans to sell a portion of its stake in the banking
giant, according to a person briefed on the situation.

The decision came after Citigroup badly misread the financial
markets on Wednesday and struggled to sell new stock to pay
back its bailout funds. The new stock is expected to be
priced at $3.15 a share -- below the $3.25 price at which the
government assumed its one-third stake in Citigroup.

The Federal Trade Commission on Wednesday sued the chipmaker
Intel, accusing it of using its dominant market position to
stifle competition and strengthen its monopoly.

The commission said Intel had waged a systematic campaign to
shut out competing products by cutting off its rivals' access
to the marketplace. In the process, it said, Intel deprived
consumers of choice and innovation in the key component of
personal computers.

The Obama administration said Tuesday that the Shinnecock
Indian Nation of Long Island had met the necessary criteria
for federal recognition, signaling the end of a more than
30-year court battle and clearing a path for the tribe to
build a casino in New York City or its suburbs.

The decision all but assures the tribe's federal recognition,
though there is still a required public comment period that
will take place before final recognition is granted.

Oral Roberts, Evangelist and University Founder, Dies at 91

Oral Roberts, the charismatic Pentecostal evangelist whose
televised ministry attracted millions of followers worldwide
and made him one of the most recognizable and controversial
religious leaders of the 20th century, died Tuesday in
Newport Beach, Calif. He was 91. The cause was complications
of pneumonia, said Melany Ethridge, a spokeswoman for Mr.
Roberts.

At the height of his influence, Mr. Roberts sat at the head
of a religious, educational and communications enterprise
based in Tulsa, Okla., that managed a university, conducted
healing "crusades" on five continents, preached the gospel on
prime-time national television and published dozens of books
and magazines.

U.S. Is Said to Pick Illinois Prison to House Some Guantánamo Detainees

The Obama administration is expected to announce on Tuesday
that it has selected a prison in northwestern Illinois to
house terrorism suspects now being held at Guantánamo Bay,
Cuba, in a major step toward shutting down the military
detention facility.

An administration official said President Obama had directed
the federal government to proceed with acquiring the Thomson
Correctional Center, a maximum-security prison in a rural
village about 150 miles west of Chicago.

Senate Democrats Likely to Drop Medicare Expansion

Senate Democratic leaders said Monday that they were prepared
to drop a proposed expansion of Medicare and make other
changes in sweeping health legislation as they tried to rally
their caucus in hopes of passing the bill before Christmas.

Under the proposal, uninsured people ages 55 to 64 could
purchase Medicare coverage. The Senate Democratic leader,
Harry Reid of Nevada, floated the idea about 10 days ago as a
way to break an intraparty impasse over his earlier proposal
to create a government-run health insurance plan.

House Passes Financial Regulation Bill, 223 to 202

The House on Friday approved a Democratic plan to
significantly tighten federal regulation of Wall Street and
the financial sector, advancing a far-reaching Congressional
response to the financial crisis still reverberating through
the economy.

After three days of floor debate, the House voted 223 to 202
to approve the measure. It creates a new agency to oversee
consumer lending, establishes new rules for transactions that
contributed to the meltdown, and seeks to reduce the threat
that one or two huge companies on the verge of collapse could
bring down the economy.

Any Senate bill is likely to have substantial differences
from the House measure, necessitating further negotiations.

Blackwater Guards Tied To Covert Raids by the C.I.A.

Private security guards from Blackwater Worldwide
participated in some of the C.I.A.'s most sensitive
activities -- clandestine raids with agency officers against
people suspected of being insurgents in Iraq and Afghanistan
and the transporting of detainees, according to former
company employees and intelligence officials.

The raids against suspects occurred on an almost nightly
basis during the height of the Iraqi insurgency between 2004
and 2006, with Blackwater personnel playing central roles in
what company insiders called "snatch and grab" operations,
the former employees and current and former intelligence
officers said.

Accepting Nobel Prize, Obama Evokes 'Just War'

Nine days after announcing a major escalation in the war in
Afghanistan, President Obama arrived at Norway's City Hall on
Thursday to formally accept the Nobel Peace Prize, evoking
the notion of a "just war" and robustly defending the use of
military force "on humanitarian grounds" and to preserve
peace.

Massachusetts Democrats Pick State Attorney General as Candidate to Replace Kennedy

Martha M. Coakley was projected to win Tuesday's primary
election in the race for the late Senator Edward M. Kennedy's
storied seat, according to The Associated Press. She was
projected to face State Senator Scott Brown, a Republican, on
Jan. 19. Massachusetts has not sent a Republican to the
Senate in 37 years, so Ms. Coakley has the stronger chance of
laying claim to the seat.
