Abdullah Says He Is Withdrawing From Afghan Election
Abdullah Abdullah, the chief rival to President Hamid Karzai
of Afghanistan, announced on Sunday that he would not
participate in the Nov. 7 runoff election, but he stopped
short of calling on his supporters to boycott the balloting,
