U.S. Believes Missile Attack Killed Al Qaeda's Operational Leader in Afghanistan

WASHINGTON - The operational leader of Al Qaeda in
Afghanistan was killed in an American missile strike in
Pakistan's tribal areas in the last two weeks, according to a
statement from the terrorist group issued late Monday that
American officials believe is correct.

The militant leader, Mustafa Abu al-Yazid, an Egyptian, was a
top financial chief for Al Qaeda as well as one of the
group's founders, and was considered by American intelligence
officials as terrorist organization's No. 3 leader behind
Osama bin Laden and his deputy, Ayman al-Zawahri, another
Egyptian.

At Least 10 Killed in Israeli Attack on Boats Headed to Gaza

The Israeli Navy attacked a flotilla carrying thousands of
tons of supplies for Gaza on Monday morning, killing at least
10 people, according to the Israeli military and activists
traveling with the flotilla.

The Israeli Defense Forces said naval personnel boarding the
six ships in the flotilla met with "live fire and light
weaponry including knives and clubs."

The Philadelphia Phillies' Roy Halladay threw the 20th
perfect game in major league history in a 1-0 win over the
Florida Marlins on Saturday night.

It was the second perfect game in the majors this month.
Dallas Braden achieved the feat for Oakland against Tampa Bay
on May 9. It is the first time in the modern era in which two
perfect games were thrown in the same season.

BP's 'Top Kill' Effort Fails to Plug Leak; Company Readies New Approach

BP said Saturday that its latest attempt to stop the gushing
oil well in the Gulf of Mexico was unsuccessful, and the
effort, known as a "top kill," was being scrapped in favor of
yet another maneuver to stem the flow spreading into the
waters.

The announcement marked the latest setback in the attempt to
plug the spill that is polluting gulf waters at an estimated
rate of 12,000 to 19,000 barrels a day.

Doug Suttles, BP's chief operating officer, said the next
step is called a "lower marine riser package cap" and
involves sawing off the riser and placing a device atop it to
capture the escaping oil. Equipment has already been deployed
on land and on the sea bed, he said.

White House Used Bill Clinton to Ask Sestak to Drop Out of Race

President Obama's chief of staff used former President Bill
Clinton as an intermediary to see if Representative Joe
Sestak would drop out of a Senate primary if given a
prominent, but unpaid, advisory position, people briefed on
the matter said Friday.

Rahm Emanuel, the White House chief of staff, asked Mr.
Clinton to explore the possibilities last summer, according
to the briefed individuals, who insisted on anonymity to
discuss the politically charged situation. Mr. Sestak said no
and went on to win last week's Pennsylvania Democratic
primary against Senator Arlen Specter.

'Top Kill' Effort Seems to Be Working, U.S. Says Cautiously

The latest effort to plug a gushing underwater oil well in
the Gulf of Mexico appeared to be working, officials and
engineers said on Thursday morning, though definitive word on
its success was still hours away.

At the same time, government experts said that the flow of
oil from the well, which has been gushing since an explosion
and fire wrecked a drilling rig in late April, was several
times worse than the preliminary estimate by BP, the oil
company responsible for the rig and the well.

And The Associated Press reported on Thursday that the head
of the agency responsible for regulating offshore oil
drilling had been dismissed.

U.S. Stocks Open Higher After Gains in Europe; S.& P. 500 Jumps Nearly 2% in First Minutes

Shares on Wall Street quickly jumped at the open on Thursday,
mostly on assurances by Chinese authorities that Europe would
remain an important market for investment, and despite new
economic data that was somewhat disappointing.

In early trading, the Dow Jones industrial average was 170.59
points or 1.7 percent higher. The broader Standard & Poor's
500-stock index rose 1.9 percent and the technology heavy
Nasdaq was up 2.25 percent. Both followed strong gains on
European exchanges.

Before the open in New York, the government reported that the
economy grew at a 3 percent annual rate in the first quarter,
slightly less than the initial estimate of 3.2 percent.
Economists had expected growth of 3.4 percent. In addition,
filings for first-time unemployment claims dropped less than
expected.

But neither report overshadowed a statement by the People's
Bank of China dismissing reports that it was considering
pulling back from euro-zone debt investments.

Dow Closes Below 10,000 for the First Time Since Feb. 8

Shares on American indexes could not hold on to gains
Wednesday, slipping lower in the last hour of trading.

The Dow Jones industrial average closed below 10,000 for the
first time since Feb. 8. The Dow declined 69.45 points, or
0.69 percent, to 9,974.30. The broader Standard & Poor's
500-stock index dipped 0.57 percent and the technology heavy

Apple Surpasses Microsoft as Most Valuable Technology Company

Apple, the maker of iPods, iPhones and iPads, overtook
Microsoft, the computer software giant, on Wednesday to
become the world's most valuable technology company.

In intraday trading in the afternoon session, Apple shares
rose 1.8 percent, which gave the company a value of $227.1
billion. Shares of Microsoft declined about 1 percent, giving
the company a market capitalization of $226.3 billion.

This changing of the guard caps one of the most stunning
turnarounds in business history, as Apple had been given up
for dead only a decade earlier. But the rapidly rising value
attached to Apple by investors also heralds a cultural shift:
Consumer tastes have overtaken the needs of business as the
leading force shaping technology.

BP Begins New Attempt to Seal Gushing Oil Well in Gulf

BP went ahead on Wednesday afternoon with its most ambitious
-- and potentially most consequential -- effort to plug the
mile-deep gusher of oil that has been streaming into the Gulf
of Mexico for more than a month.

The procedure, known as a top kill, was begun at 1 p.m.
Central time, the company said.

The procedure involves pumping thousands of pounds of heavy
fluids into a five-story stack of pipes in an effort to clog
the well and stop the torrent of oil. BP officials said the
method of containing spills had never been tried so far
underwater, and that it could take days to determine whether
it had succeeded. They cautioned there was no guarantee that
the gambit would work.

Tony Hayward, chief executive office of BP said, it would be
"a day or two before we can have certainty that it's worked."
On the other hand, failure could become apparent within
minutes or hours, a technician involved in the procedure
said.

Relations between North and South Korea, already strained
over the sinking of a South Korean warship, deteriorated to
their worst point in years on Tuesday as the South Korean
president redesignated the North as its archenemy, and the
North said it would sever its few remaining ties with the
South.

U.S. Stocks Open Sharply Lower; Major Indexes Slump 2%; Dow Below 10,000

Major stock indexes fell rapidly as trading opened in the
United States Tuesday, following sharp falls in Europe, as
traders worried about mounting tensions on the Korean
peninsula, spreading fallout from the debt crisis in Europe,
and new signs that the recovery in the American housing
market was faltering.

The Dow Jones industrial average fell more than 250 points,
2.5 percent, in the first few minutes of trading, falling
well below the psychologically significant 10,000 level, and
comparable falls were seen in the Standard & Poor's 500 and
Nasdaq composite, after major indexes in Europe fell 2.8
percent or more. The euro continued to lose value, trading at
some points for less than $1.22.

U.S. Is Said to Order Expanded Use of Covert Action in Middle East

WASHINGTON -- The top American commander in the Middle East
has ordered a broad expansion of clandestine military
activity in an effort to disrupt militant groups or counter
threats in Iran, Saudi Arabia, Somalia and other countries in
the region, according to defense officials and military
documents.

The secret directive, signed in September by Gen. David H.
Petraeus, authorizes the sending of American Special
Operations troops to both friendly and hostile nations in the
Middle East, Central Asia and the Horn of Africa to gather
intelligence and build ties with local forces. Officials said
the order also permits reconnaissance that could pave the way
for possible military strikes in Iran if tensions over its
nuclear ambitions escalate.

Judges Rule that Detainees at Base in Afghanistan Cannot Petition U.S. Courts for Release

A federal appeals court said on Friday that the civilian
courts do not have authority to hear the cases of three
detainees imprisoned at Bagram Air Force Base in Afghanistan.

The detainees had petitioned the courts seeking to be freed.

The jurisdiction of the U.S. courts does not extend to
foreigners held in the Bagram facility in the Afghan theater
of war, three appeals court judges said in a unanimous
decision. The appeals judges said a U.S. district judge
should have thrown out the detainees' petitions.

Senate Approves Bill to Overhaul Financial Regulation

The Senate on Thursday passed a far-reaching financial
regulatory bill. The legislation is intended to prevent a
repeat of the 2008 crisis, but also reshapes the role of
numerous federal agencies, and vastly empowers the Federal
Reserve, in an attempt to predict and contain future
debacles.

Democratic Congressional leaders and the Obama administration
must now work to combine the Senate bill with a version
approved by the House in December, a process that is expected
to take several weeks.

Stocks Close With Sharp Losses; Dow Falls 3.6%, S.&P. 500 Down 3.9%

Stocks on Wall Street fell sharply on Thursday as uncertainty
over Europe and financial regulation continued to weigh on
the market and disappointing new economic data dampened
optimism about recovery.

The Dow Jones industrial average fell 376.36 points, or 3.6
percent, in preliminary figures, and broader indexes fell
farther, with the S. & P. 500 losing about 3.9 percent and
the Nasdaq composite 4.1 percent for the day.

Companies that rely on business in overseas markets took a
hit, as industrial, materials, energy and financial stocks
were among the sectors that traded lower on Wall Street.
Crude oil prices fell, as did those of industrial metals like
copper. The yield on the 10-year treasury note fell to its
lowest level this year, 3.21 percent.

Financial Regulation Bill Advances in Senate on Close Procedural Vote

The Senate voted Thursday to wrap up debate on a sweeping
financial regulation bill.

The vote, by 60 to 40, put a 30-hour limit on further debate,
and came a day after the Democratic leadership was unable to
muster the 60 votes needed to do so.

The Senate version of the legislation, the most far-reaching
overhaul of the financial regulatory system since the
aftermath of the Great Depression, will now move to a vote,
possibly before the weekend. If approved, it will still need
to be reconciled with a House bill passed in December.

Stocks Extend a Steep Slide

The stock market extended its sharp slide Thursday after
disappointing employment news added to investors' already
bleak view of the world economy.

The Dow Jones industrial average fell 200 points in morning
trading. Interest rates fell sharply in the Treasury market
as investors once again sought the safety of United States
government debt.

The euro, which has become a key indicator for confidence in
Europe's economy, is falling again and continues to hover
near a four-year low.

The Labor Department said new claims for unemployment
benefits rose by 25,000 to 471,000, their largest amount in
three months. That came as an unpleasant surprise to
investors who were expecting a slight drop to 440,000.

Republicans have succeeded in blocking, for now, a final
Senate vote on a massive financial regulation bill.

The two parties are still at odds over how to dispose of
unresolved amendments.

The vote was 57-42 to cut off debate and move toward final
passage. Democrats needed 60 votes to accomplish that.

Senator Arlen Specter of Pennsylvania, who bolted the
Republican Party 11 months ago in a bid to salvage his Senate
career as a Democrat, was defeated in a primary for his new
party's nomination on Tuesday, as Democratic primary voters
turned against him and selected Representative Joe Sestak for
the nomination.

Mr. Specter, 80, lost his bid for a sixth term despite the
backing of a wide swath of the Democratic political
establishment -- starting with President Obama in the White
House and continuing with Ed Rendell, the governor of
Pennsylvania.

movement, won the Republican nomination for Senate in
Kentucky on Tuesday night, delivering a powerful blow to the

of the strength of the anti-government sentiment simmering at
the grass-roots level.

Mr. Paul, the son of Representative Ron Paul of Texas, easily
defeated Trey Grayson, the secretary of state from Kentucky.

Clinton Says U.S., China and Russia Have Deal on New Iran Sanctions

The Obama administration announced Tuesday morning that it
has struck a deal with other major powers, including Russia
and China, to impose new sanctions on Iran, a sharp
repudiation of the deal Tehran offered just a day before to
ship its nuclear fuel out of the country.

"We have reached agreement on a strong draft with the
cooperation of both Russia and China," Secretary of State
Hillary Rodham Clinton told a Senate committee. "We plan to
circulate that draft resolution to the entire Security
Council today. And let me say, Mr. Chairman, I think this
announcement is as convincing an answer to the efforts
undertaken in Tehran over the last few days as any we could
provide."

The announcement came just a day after Iran said it would
ship roughly half of its nuclear fuel to Turkey in a bid to
assuage concerns about its program.

Richard Blumenthal, U.S. Senate Candidate From Connecticut, Misstated Service Record

Richard Blumenthal, a Democrat who is running for the United
States Senate from Connecticut, never served in Vietnam,
despite statements to the contrary. The Times has found that
he obtained at least five military deferments from 1965 to
1970 and took repeated steps that enabled him to avoid going
to war.

Justices Bar Life Terms for Youths Who Haven't Killed (Corrected)

In a 5-4 decision, the Supreme Court said that sentences of
life without possibility of parole for crimes other than
homicide that were committed when the offender was under the
age of 18 are unconstitutional. The decision, in a Florida
case involving an armed burglary conviction, said such
sentences violated the Eighth Amendment's ban on cruel and
unusual punishment.

(This e-mail corrects an earlier one that mistakenly said the
vote was 6-3.)

Supreme Court Bars Life-Without-Parole Sentences for Juveniles in Non-Murder Cases

In a 6-3 decision, the Supreme Court said that sentences of

Renewed Worry Over Europe Pushes Stocks Down, Dollar Up; S.&P. 500 Falls Nearly 2%

Financial markets went into a tailspin in Europe and the
United States on Friday as investors took a second look at
the plan meant to end Europe's debt crisis.

Only five days after the European Union and the International
Monetary Fund approved a $957 billion package signaling a
"shock and awe" commitment to head off a spread of the
crisis, new worries emerged about the effect of drastic
austerity measures for the fragile European economies, the
prospect of a restructuring of Greek debt, and the future of
the euro.

The Standard & Poor's 500-stock index ended the day nearly 2
percent lower, in preliminary figures, and major indexes in
Europe were down 3 percent or more. The euro, which rallied
sharply earlier in the week, fell below $1.24, an 18-month
low.
