Tsunami Warning Canceled for Hawaii

The Pacific Tsunami Warning Center canceled an alert for
Hawaii on Saturday, after waves caused erratic surges in the
sea but did not appear to cause significant property damage.

Gerard Fryer, a geophysicist at the center, told The
Associated Press that the state had "dodged a bullet" after a
major earthquake in Chile a half-day earlier had caused
tsunami warnings to be issued for most of the Pacific basin.

8.8-Magnitude Quake Hits Chile; Chilean President Declares "State of Catastrophe"

A massive 8.8-magnitude earthquake capable of tremendous
damage struck central Chile early Saturday, shaking the
capital for a minute and a half and setting off a tsunami.

President Michele Bachelet declared a "state of catastrophe."
Buildings collapsed and phone lines and electricity were
down, making the extent of the damage difficult to determine.

The epicenter was 70 miles from Concepcion, Chile's
second-largest city, where more than 200,000 people live.

Paterson Drops Out of Election Race But Vows to Serve Out His Term

Gov. David A. Paterson announced on Friday afternoon that he
was suspending his election campaign and would not run for a
full new term in November.

Mr. Paterson, his administration caught up in a whirlwind of
allegations about its intervention in a domestic violence
episode involving a top aide, ended his campaign less than a
week after it officially began.

"I am being realistic about politics," he said. "It hasn't
been the latest distraction, it's been an accumulation of
obstacles."

He added: "There are times not to strive for service but to
step back. That moment has come for me."

He insisted that he had never abused his office, and vowed to
serve out the remaining 308 days of his term.

News Alert: Top Paterson Official Resigns

Breaking News Alert

Top Paterson Official Resigns

The cabinet official who supervises the state police has
resigned in the wake of a report of intervention by the state
police and Gov. David A. Paterson into a domestic-assault
case against a senior Paterson aide.

The official, Denise E. O'Donnell, deputy secretary for
Public Safety issued a statement Thursday after inquiries
from The New York Times.

"The fact that the Governor and members of the State Police
have acknowledged direct contact with a woman who had filed
for an order of protection against a senior member of the
Governor's staff is a very serious matter," she wrote. "
These actions are unacceptable regardless of their intent."

The resignation, at 2 p.m., came on a day when New York's
political establishment reeled at the news of Mr. Paterson's
involvement, with some of the beleaguered governor's few
remaining allies publicly suggesting that he should end his
campaign for election.

News Alert: Complaint Against Paterson Aide Raises Questions of Influence

Complaint Against Paterson Aide Raises Questions of Influence

Last fall, a woman went to court in the Bronx to testify that
she had been violently assaulted by David W. Johnson, a top
aide to Gov. David A. Paterson, and to seek a protective
order against him.

In the ensuing months, she returned to court twice to press
her case, and complaining that the State Police had been
harassing her to drop it. The State Police, which had no
jurisdiction in the matter, confirmed that the woman was
visited by a member of the governor's personal security
detail.

Then early this month, days before she was due to return to
court to seek a final protective order, the woman got a phone
call from the governor, according to her lawyer. She failed
to appear for her next hearing on Feb. 8, and as a result her
case was dismissed.

Many details of the governor's role in this episode are
unclear or in dispute, but accounts portray a brutal
encounter, a frightened woman and an effort to make a
potential political embarrassment go away.

Vermont Senate Votes to Close Nuclear Plant in 2012

By a vote of 26 to 4, the Vermont State Senate decided on
Wednesday not to consider extending the operating license of
the state's only nuclear power plant, the aging Vermont
Yankee facility, which will expire in March 2012. Backers of
the license extension had argued that the state needs both
the power and the jobs the plant supplies, but critics said
the plant has been trouble-prone and cited conflicts with its
owner, the Entergy Corporation of New Orleans.

House Panel Criticizes Toyota's Response to Accelerator Problem

Leading Democrats on the House Energy and Commerce Committee
said Monday that Toyota had dismissed the notion that
computer issues could be at fault for sticking accelerator
pedals on millions of cars, relied on a flawed study to draw
that conclusion and then made misleading statements on the
repairs it said would fix the problem.

The comments, from Representatives Henry J. Waxman, the
committee's chairman, and Bart Stupak, a subcommittee
chairman, came in an 11-page letter to James E. Lentz III,
the president of Toyota Motor Sales U.S.A. The letter was
released on the eve of the committee's hearing into the
Toyota recalls, one of three hearings scheduled to examine
the situation.

assaulting Michael Mineo in a Brooklyn subway station,
therefore making the charges that two other officers helped
him cover up the abuse irrelevant.

The verdict came after just one full day of deliberations in
a trial that had lasted four weeks.

Obama Details Plan to Expand Health Care to Uninsured

President Obama on Monday laid out for the first time a
detailed legislative proposal for overhauling health care,
largely sticking with the approach passed by the Senate with
unified Democratic support in December but making concessions
to the House version as well.

Mr. Obama's proposal is the opening act to a week of high
drama around health care that will culminate on Thursday,
when the president convenes Democrats and Republicans at an
all-day televised health care "summit" at Blair House. The
White House is hoping the session can jump start the stalled
health bill.

Team USA Beats Canada in Men's Hockey Showdown

The United States men's hockey team, an outside contender for
a medal at the Vancouver Games, shocked Canada, 5-3, and will
force the home country's team to play an extra game to
qualify for the elimination rounds of the Olympic tournament.
It was a demoralizing blow to Canada, which is lagging badly
in the medal count and relying on its skilled National Hockey
League stars to boost morale.

Online Attacks on Google Said to be Linked to Schools in China

A series of online attacks on Google and dozens of other
American corporations have been traced to computers at two
educational institutions in China, including one with close
ties to the Chinese military, say people involved in the
investigation.

They also said the attacks, aimed at stealing trade secrets
and computer codes and capturing e-mail of Chinese human
rights activists, may have begun as early as April, months
earlier than previously believed. Google announced on Jan. 12
that it and other companies had been subjected to
sophisticated attacks that probably came from China.

Federal Reserve Raises Interest Rate Charged to Banks, In First Move Since 2008

The Federal Reserve, taking its first step to return lending
to normal after more than two years of extraordinary actions
to prop up the economy, on Thursday raised its discount rate
-- the interest rate it charges on emergency loans to banks
-- by one-quarter percentage point.

The increase, to 0.75 percent from 0.50 percent, takes effect
on Friday.

Officials said the move was not meant to be a broad
tightening of credit. Rather, they said, it was intended to
discourage emergency borrowing when other financing is
available to banks.

The discount rate had been at 0.50 percent since December
2008.

Athlete Had Filed Warnings About Luge Track

An Olympic luge athlete injured in a crash at the Whistler
Sliding Centre in November warned Canadian officials about
safety hazards at the track months before a competitor was
killed last week at the Vancouver Games in an accident on the
same course.

Werner Hoeger, who competed in the Turin and Salt Lake Games
for Venezuela, said he lost consciousness and sustained a
concussion during a botched training run on Nov. 13 after his
sled caromed off an opening in the wall near the women's
start ramp. His injury most likely prevented him from
attempting to qualify for the Olympics, he said.

In a volley of letters and e-mail messages sent to Canadian
and international luge officials since his crash, Hoeger
warned that the track was unsafe and raised the same issues
-- including a lack of access to practice runs -- now being
debated after Nodar Kumaritashvili of the Republic of Georgia
died on Friday.

Two More Senior Taliban Leaders Are Arrested

Two senior Taliban leaders have been arrested in recent days
inside Pakistan, officials said Thursday, as American and
Pakistani intelligence agents continued to press their
offensive against the group's leadership after the capture of
the insurgency's military commander last month.

Afghan officials said the Taliban's "shadow governors" for
two provinces in northern Afghanistan had been detained in
recent days hiding inside Pakistan. Mullah Abdul Salam, the
Taliban's leader in Kunduz, was detained in the Pakistani
city of Faisalabad, and Mullah Mohammed of Baghlan Province
was also captured in an undisclosed Pakistani city, they
said.

Secret Joint Raid Captures Taliban's Top Commander

The Taliban's top military commander was captured several
days ago in Karachi, Pakistan, in a secret joint operation by
Pakistani and American intelligence forces, according to
American government officials.

The commander, Mullah Abdul Ghani Baradar, is an Afghan
described by American officials as the most significant
Taliban figure to be detained since the American-led war in
Afghanistan started more than eight years ago. He ranks
second in influence only to Mullah Muhammad Omar, the
Taliban's founder, and was a close associate of Osama bin
Laden before the Sept. 11 attacks.

Mullah Baradar has been in Pakistani custody for several
days, with American and Pakistani intelligence officials both
taking part in interrogations, according to the officials.

U.S. Marines and Afghan Troops Launch Attack on Taliban-Held Town, A.P. Reports

American and Afghan troops launched an attack on Marja, a
Taliban-held town in southern Helmand Province, The
Associated Press reported. In this attack, commanders say
they will do something they have never done before: bring in
an Afghan government and police force behind them. American
and British troops will stay on to support them.

Marja is intended to serve as a prototype for a new type of
military operation, based on the counterinsurgency thinking
propounded by Gen. Stanley A. McChrystal in the prelude to
President Obama's decision in December to increase the number
of American troops here to nearly 100,000.

A luge athlete from the Republic of Georgia, Nodar

of his sled near the end of his run, when he was moving at 88
miles an hour, and was propelled over the track wall into a
steel pole. Training was immediately suspended on the track,
which many competitors have said may be too fast and too
dangerous.
