Sen. Lisa Murkowski Concedes Alaska Republican Primary for Senate

Senator Lisa Murkowski of Alaska conceded late Tuesday in her
Republican primary race to Joe Miller, a lawyer from
Fairbanks backed by Tea Party activists, Sarah Palin and
other conservatives.

Mr. Miller shocked the political establishment here and in
Washington last week when he emerged with a narrow lead,
1,668 votes, after the primary vote, on Aug. 24.

Mr. Miller, who had trailed badly in local polls in the weeks
before the election, benefited from a last-minute flood of
advertisements, mailings and automated calls casting Ms.
Murkowski as a Democrat in disguise. An abortion-related
ballot measure also brought conservatives to the polls.

Obama to Announce That 'American Combat Mission in Iraq Has Ended'

Praising the courage and resolve of the American troops in
Iraq and saying the human and financial price showed selfless
sacrifice, President Obama will declare tonight that "it is
time to turn the page" toward pressing problems at home.

"The United States has paid a huge price to put the future of
Iraq in the hands of its people," he says in excerpts
released early this evening, just before a speech from the
Oval Office that is scheduled for 8 p.m. "We have persevered
because of a belief we share with the Iraqi people -- a
belief that out of the ashes of war, a new beginning could be
born in this cradle of civilization."

But the excerpts suggested that Mr. Obama wanted to use the
event, marking the end of the formal combat mission in Iraq,
to pivot toward the economic problems that persist at home.

Justice Department Approves United-Continental Merger

The Justice Department late Friday said that it had approved
the planned $3 billion merger between United Airlines and
Continental Airlines, lifting the biggest regulatory hurdle
to the creation of the world's top airline.

United and Continental, which announced their plans in May,
expect to complete their merger within a few weeks, after
shareholders of both companies vote on whether to approve the
deal, but they will continue to operate as separate airlines
for another year.

Bernanke Signals Stepped-Up Efforts to Spur Economy

The Federal Reserve chairman, Ben S. Bernanke, gave his
strongest indication yet on Friday that the central bank was
ready to resume huge purchases of longer-term debt, and was
determined to prevent the economy from slipping into a cycle
of falling prices.

While Mr. Bernanke emphasized that deflation was "not a
significant risk for the United States at this time," he said
the Fed "will strongly resist deviations from price stability
in the downward direction." It was his most robust statement
to date that the Fed would do its part to avoid a
Japanese-style deflation from taking hold.

U.S. Growth in Second Quarter Is Lowered to 1.6% Pace

Economic statistics released Friday offered the clearest sign
yet that the recovery in the United States had slowed to a
crawl. The government lowered its estimate of economic growth
in the second quarter to an annual rate of 1.6 percent, down
from an initial estimate of 2.4 percent issued last month.

The revision is a significant slowdown from the annual rate
of 3.7 percent in the first quarter and 5 percent in the last
three months of 2009.

The news follows dismal statistics this week on July home
sales and factory orders. Economists are now concerned that
the outlook for job creation, which has been spluttering all
summer, could deteriorate further.

Because forecasters had expected an even worse growth
estimate, the markets reacted positively in the first few
minutes, as traders awaited a policy speech later on Friday
morning from the chairman of the Federal Reserve, Ben S.
Bernanke.

Inquiry Finds Gov. Paterson Misled Ethics Investigators in Ticket Case

Gov. David A. Paterson of New York misled investigators for
the state ethics commission when he testified that he had
intended to pay for free tickets he obtained to last year's
World Series, according to a report issued on Thursday by an
independent counsel investigating the matter.

But the independent counsel, Judith Kaye, said it was up to
the local district attorney in Albany, P. David Soares, to
decide whether Mr. Paterson should be prosecuted for perjury.

Key Karzai Aide in Graft Inquiry Is Linked to C.I.A.

The aide to President Hamid Karzai of Afghanistan at the
center of a politically sensitive corruption investigation is
being paid by the Central Intelligence Agency, according to
Afghan and American officials.

Mohammed Zia Salehi, the chief of administration for the
National Security Council, appears to have been on the
payroll for many years, according to officials in Kabul and
Washington. It is unclear exactly what Mr. Salehi does in
exchange for his money.

Mr. Salehi's relationship with the C.I.A. underscores deep
contradictions at the heart of the Obama administration's
policy in Afghanistan, with American officials simultaneously
demanding that Mr. Karzai root out the corruption that
pervades his government while sometimes subsidizing the very
people suspected of perpetrating it.

Israel Assuaged On Iran Threat, U.S. Officials Say

The Obama administration, citing evidence of continued
troubles inside Iran's nuclear program, has persuaded Israel
that it would take roughly a year -- and perhaps longer --
for Iran to complete what one senior official called a "dash"
for a nuclear weapon, according to American officials.

White House officials said they believe the assessment has
dimmed the prospect that Israel would pre-emptively strike
against the country's nuclear facilities within the next
year, as Israeli officials have suggested in thinly veiled

Roger Clemens Will Be Indicted for Perjury, People Briefed on Case Say

Federal authorities have decided to indict Roger Clemens on
charges of making false statements to Congress about his use
of performance-enhancing drugs, according to two people
briefed on the matter. An announcement is expected in the
near future.

The indictment will come nearly two and half years after
Clemens and his former trainer, Brian McNamee, testified
under oath at a 2008 hearing before the House Committee on
Oversight and Government Reform, directly contradicting each
other about whether Clemens had used the banned substances.

U.S. Plans to Double Private Security Force in Iraq After 2011 Military Pullout

As the United States military prepares to leave Iraq by the
end of 2011, the Obama administration is planning a
remarkable civilian effort, buttressed by a small army of
contractors, to fill the void.

By October 2011, the State Department will assume
responsibility for training the Iraqi police, a task that
will largely be carried out by contractors. With no American
soldiers to defuse sectarian tensions in northern Iraq, it
will be up to American diplomats in two new $100 million
outposts.

To protect the civilians in a country that is still home to
insurgents with Al Qaeda and Iranian-backed militias, the
State Department is planning to more than double its private
security guards, up to about 7,000, according to
administration officials who disclosed new details of the
plan.

General Motors Files for Initial Public Offering

General Motors filed on Wednesday to go public.

The long-awaited event marks the biggest step by the car
maker to date in its effort to shed the government's
controlling ownership stake and resume life as a public
company.

Many details were missing from Wednesday's filing, including
the number of shares it plans to sell in the offering. But
G.M. said it plans to sell both common stock and preferred
shares, which are considered bond-like instruments.

Trauma Can Cause Diseases That Mimic Lou Gehrig's, Researchers Say

A peer-reviewed paper to be published Wednesday in a leading
journal of neuropathology suggests that Lou Gehrig's demise
-- and that of some other athletes and soldiers given a
diagnosis of amyotrophic lateral sclerosis, commonly known as
Lou Gehrig's disease -- might have been catalyzed by injuries
only now becoming understood: concussions and other brain
trauma.

Although the paper does not discuss the Yankees slugger
specifically, its authors in interviews acknowledged the
clear implication: Lou Gehrig might not have had Lou Gehrig's
disease.

Attack on Iraqi Army Recruits Kills at Least 41

A suicide bomber blew himself up Tuesday among dozens of
Iraqi army recruits who had gathered near a military
headquarters in downtown Baghdad in a strike that officials
said killed at least 51 people and wounded 119.

The massive morning blast took place just outside the former
Iraqi Ministry of Defense building that now houses the army's
11th division headquarters. The site receives about 250 new
recruits each week as Iraqi security forces try to bolster
their ranks to prepare for the U.S. military's looming
withdrawal after seven years of war.

California Gay Marriage on Hold as Case Is Appealed

A U.S. appeals court panel on Monday ruled that same-sex
couples could not marry in California while the court
considers the constitutionality of the state's gay marriage
ban, according to wire reports.

But the Ninth Circuit Court of Appeals panel set a relatively
aggressive schedule for hearing the case, ordering lawyers to
produce a series of briefs between Sept. 17 and Nov. 1.

The Monday decision by the appellate panel reverses a ruling
last week by U.S. District Court Chief Judge Vaughn Walker,
who had said marriages could resume while higher courts
considered the matter.

The Mets' 2010 season continued its downward spiral Monday
with the disclosure that closer Francisco Rodriguez tore a
ligament in his right thumb last week during an altercation
with the father of his common-law wife.

The incident took place last Wednesday night at Citi Field
and led to misdemeanor assault charges against Rodriguez, a
ton of bad publicity for the Mets, an agreement by Rodriguez
to enter anger-management counseling and, now, in all
likelihood, surgery that would probably end his season.

China's Economy Passes Japan's in Quarter, Becoming the World's Second Largest

After three decades of spectacular growth, China has passed
Japan to become the world's second-largest economy behind the
United States, according to government figures released early
Monday.

The milestone, though anticipated for some time, is the most
striking evidence yet that China's ascendance is for real and
that the rest of the world will have to reckon with a new
economic superpower.

The milestone was reached early Monday, when Tokyo said that
in the second quarter, the Japanese economy was valued at
about $1.28 trillion, slightly below China's figure of $1.33
trillion. The gross domestic product of the United States was
roughly $14 trillion in 2009. Japan's economy grew 0.4
percent in the second quarter, Tokyo said, substantially less
than forecast.

Judge Says California Ban on Gay Marriage Can End on Aug. 18

Just a week after ruling that Proposition 8 - a 2008
voter-approved ban on same-sex marriage - was
unconstitutional, Judge Vaughn R. Walker, the chief judge of
the Federal District Court of the Northern District of
California, lifted a stay on his decision, opening the door
for untold numbers of gay couples to marry in the nation's
most populous state. But he delayed implementation of the
order to lift his stay until Aug. 18.

Edward E. Whitacre Jr. Says He Will Step Down as G.M.'s Chief Executive

In a surprising development, GM's chairman and chief
executive, Edward Whitacre Jr. announced Thursday that he
would step down as chief executive on Sept. 1 and be succeed
by Daniel F. Akerson, a G.M. board member and a managing
director of the Carlyle Group.

Mr. Whitacre will stay on as chairman until year end, when
Mr. Akerson will assume that role as well.

"We're going to have a smooth, seamless transition here," Mr.
Whitacre said.

The announcement came shortly after General Motors said that
it earned $1.3 billion in the second quarter and cited
sustained progress in rebuilding operations after emerging
from its government-sponsored bankruptcy last year.
