By a vote of 65 to 31 and following House approval, the Senate sent the bill to President Obama, who had campaigned on ending the policy known as "don't ask, don't tell," which allows gay members of the armed forces to serve only if they keep their sexual orientation a secret. More than 12,500 service members have been discharged since the policy was mandated by Congress in 1993. Breaking News Alert The New York Times Fri, December 17, 2010 -- 10:42 AM ET ----- Lawyers Reach Deal to Recover $7 Billion for Madoff Victims Federal prosecutors and the trustee liquidating the estate of Bernard L. Madoff, the convicted swindler, have reached a civil settlement that will recover at least $7 billion to compensate victims of Mr. Madoff's global Ponzi scheme, according to people briefed on the negotiations. An announcement is expected at noon Eastern time. Prosecutors have said privately that the settlement is the largest civil forfeiture in American history. The settlement will conclude the trustee's case against the estate of Jeffry M. Picower, a Palm Beach philanthropist and longtime Madoff investor who died in October 2009. The complaint filed against the estate indicated that Mr. Picower, who became wealthy investing in medical-technology companies, had profited hugely from Mr. Madoff's scheme, drawing out billions more than he paid in. The settlement will greatly expand the funds available to repay victims of the fraud; before Friday, the trustee had collected $2.3 billion from other sources. Breaking News Alert The New York Times Tue, December 14, 2010 -- 2:40 PM ET ----- With Growth Sluggish, Fed Keeps Buying Bonds Calling the pace of economic recovery "insufficient to bring down unemployment," the Federal Reserve announced on Tuesday that it would move ahead with its plan to buy $600 billion in government securities through June and would keep its short-term interest rates near zero. The central bank decided not to waver from its strategy despite heavy recent criticism and despite indications that market reaction to the tax compromise forged by the Obama administration and Republican lawmakers could hamper the Fed's goal of reducing long-term interest rates. The Fed statement suggested that it remained preoccupied with the high jobless rate -- which ticked upward nationally to 9.8 percent this month -- and with employers' apprehensions about hiring. Breaking News Alert The New York Times Mon, December 13, 2010 -- 4:34 PM ET ----- Tax-Cut Bill Passes 60-Vote Level in Senate, Enough to Advance The Senate on Monday advanced the tax-cut package agreed to between President Obama and Congressional Republicans, virtually assuring that the Senate will approve the bill on Tuesday and send it to the House where Democrats are threatening to make changes to a provision granting a generous tax exemption to wealthy estates. The vote in the Senate was not finished, but shortly after 4 p.m. the tally showed more than 60 senators agreeing to end debate, cut off any filibuster and move to a vote on passage. The majority leader, Harry Reid of Nevada, had agreed to keep the vote open far longer than usual to allow lawmakers returning to Washington from the West Coast to make it back to the Capitol. Breaking News Alert The New York Times Mon, December 13, 2010 -- 12:24 PM ET ----- Federal Judge Invalidates Key Provision of Health Care Law A federal district judge in Virginia ruled on Monday that the keystone provision in the Obama health care law is unconstitutional, becoming the first court in the country to invalidate any part of the sprawling act and insuring that appellate courts will receive contradictory opinions from below. Judge Henry E. Hudson declined to freeze implementation of the law pending appeal, meaning that there should be no immediate effect of his decision. But the ruling is likely to create confusion among the public and further destabilize political support for the law. Judge Hudson wrote that the law's central requirement that most Americans obtain health insurance exceeds the regulatory authority granted to Congress under the Commerce Clause of the Constitution. The insurance mandate is central because insurers say they cannot afford treatment for expensive chronic conditions unless healthy people have policies as well. While administration officials cautioned on Thursday that no decisions have been made and that any debate in Congress could take years, Mr. Obama has directed his economic team and Treasury Department analysts to review options for closing loopholes and simplifying income taxes for corporations and individuals, though the study of the corporate tax system is farther along, officials said. Breaking News Alert The New York Times Thu, December 09, 2010 -- 4:13 PM ET ----- Defense Bill With 'Don't Ask, Don't Tell' Repeal Falls Short in Senate The Senate has turned down the attempt to move to final debate and votes on a defense bill that would repeal "don't ask, don't tell." The vote was 57-40, three short of the 60 needed. Senator Harry Reid, the majority leader, called a key procedural vote on repeal of the military's "don't ask, don't tell" policy despite having failed to reach agreement with Republicans to proceed. Republicans have indicated that without an agreement about the number of amendments and the timing of the debate, they would vote against moving forward to vote on the legislation. Mr. Reid conceded that that the failure to reach an agreement could doom the effort to repeal the policy, which has been a key priority for President Obama and gay activists.
