Obama to Open Offshore Areas to Oil Drilling

The Obama administration is proposing to open vast expanses
of water along the Atlantic coastline, the eastern Gulf of
Mexico and the north coast of Alaska to oil and natural gas
drilling for the first time, officials said Tuesday.

The proposal -- a compromise that will please oil companies
and domestic drilling advocates but anger some residents of
affected states and many environmental organizations -- would
end a longstanding moratorium on oil exploration along the
East Coast from the northern tip of Delaware to the central
coast of Florida, covering 167 million acres of ocean.

Rio Tinto Employees Sentenced in Chinese Bribery Case

Four employees of the British-Australian mining giant Rio
Tinto, including an Australian citizen, were convicted by a
Chinese court on Monday and sentenced to seven to 14 years in
prison for accepting millions of dollars in bribes and
stealing commercial secrets.

The case has drawn international attention and even led to
diplomatic wrangling between China and Australia over
concerns that the four employees had been arrested on trumped
up charges and questions about whether they could get a fair
trial.

Moscow Subway Explosion Kills at Least 20

A huge explosion during rush hour in a subway station in
central Moscow on Monday morning killed more than 20 people,
officials said.

The cause of the blast was not immediately clear, but it
raised fears of a renewal of terrorism in Moscow. The subway
system, one of the world's most extensive, had been subjected
to attacks related to the separatist war in Chechnya in the
early part of the last decade.

Officials said the explosion occurred at 7:50 a.m. in the
Lubyanka subway station, killing people both on the platform
and in an incoming train. Numerous others were injured.

President Obama Makes Unannounced Visit to Kabul, Afghanistan

President Obama made an unannounced trip to Afghanistan on
Sunday, his first visit as commander in chief to the site of
the war he inherited and has stamped as his own.

Air Force One landed at nighttime at Bagram Air Base in
Afghanistan after a 13-hour nonstop flight for a visit
shrouded in secrecy for security reasons; Mr. Obama quickly
boarded a helicopter for the trip to Kabul, landing at the
presidential palace for talks with President Hamid Karzai.

White House officials disclosed no information about the trip
until Mr. Obama's plane had landed in Afghanistan.

Administration Plans Program to Cut Mortgage Debt of Troubled Borrowers

The Obama administration will announce a major new housing
initiative on Friday that will directly tackle the problem of
the millions of Americans who owe more on their houses than
they are worth. The government will buy loans from investors
at the current value of the house in an effort to stabilize
the market, people briefed on the plan said. The government
will also increase incentive payments to lenders that cut the
principal of borrowers in modification programs. And it will
require lenders to cut the monthly payments of unemployed
borrowers for a minimum of three months.

Senate Passes Reconciliation Bill, 56-43

After running through an obstacle course of Republican
amendments and procedural objections, the Senate on Thursday
afternoon approved of a package of changes to the Democrats'
sweeping health care overhaul, capping a bitter partisan
battle over the most far-reaching social legislation in
nearly half a century.

Republicans, raising procedural challenges, identified flaws
that struck out minor provisions to the bill. Because of
those changes, it now goes back to the House for one more
vote, though passage seemed virtually assured.

Democrats said they were confident the measure would soon be
on President Obama's desk for his signature. The vote, just
after 2 p.m., was 56 to 43, with the Republicans unanimously
opposed.

G.O.P. Forces Another House Vote on Package of Changes to Health Bill

With the Senate working through an all-night session on a
package of changes to the Democrats' sweeping health care
legislation, Republicans identified parliamentary problems
with at least two provisions that apparently will require the
measure to be sent back to the House for yet another vote,
once the Senate adopts it.

A Senate Democratic aide said one of the provisions in
question involved changes to the Pell grant program, which is
part of an education section in the reconciliation measure.

Shortly after the discovery of the parliamentary issues, at
about 2:45 a.m., the Senate majority leader, Harry Reid of
Nevada, indicated that he would bring the late-night session
to a close, and that the Senate would resume work on the bill
at 9:45 a.m. on Thursday.

Obama Signs Landmark Health Care Bill

With the stroke of President Obama's pen, his health care
overhaul -- the most sweeping social legislation enacted in
decades -- became law on Tuesday.

Mr. Obama affixed his curlicue signature, almost letter by
letter, to the measure, the Affordable Health Care for
America Act, during a ceremony in the East Room of the White
House, surrounded by House Speaker Nancy Pelosi, Senate
Democratic Leader Harry Reid and a raft of other lawmakers
who spent the past year on a legislative roller-coaster ride
trying to pass it. Aides said he would pass out the 20 pens
he used as mementoes.

House Approves Landmark Bill to Extend Health Care to Millions

Congress gave final approval on Sunday to legislation that
would provide medical coverage to tens of millions of
uninsured Americans and remake the nation's health care
system along the lines proposed by President Obama.

By a vote of 219 to 212, the House passed the bill after a
day of tumultuous debate that echoed the epic struggle of the
last year. The action sent the bill to President Obama, whose
crusade for such legislation has been a hallmark of his
presidency.

Democrats hailed the votes as historic, comparable to the
establishment of Medicare and Social Security and a long
overdue step forward in social justice.

House Clears Path for Vote on Health Care Bill

The House on Sunday took the most critical step yet toward
adoption of legislation to overhaul the nation's health care
system, approving the key procedural measure necessary to
pass the bill.

The procedural vote, 224 to 206, showed that Democrats and
President Obama had succeeded in cobbling together the votes
they need to achieve a goal sought by presidents and
progressives for more than a half-century.

House Democrats who had withheld support of the health care
legislation because of abortion concerns said Sunday
afternoon that they would back the bill, all but assuring
that Democrats would have the 216 votes needed for passage.

The White House and Congressional Democratic leaders
announced the deal, and rank-and-file Democrats who had
worried that the bill would somehow allow the use of federal
money to pay for abortions or for insurance coverage of the
procedure appeared at a news conference to say those concerns
had been addressed

Pope Offers Apology for Sex Abuse Scandal

Confronting a sex abuse scandal spreading across Europe, Pope
Benedict XVI on Saturday apologized directly and personally
to victims and their families in Ireland, expressing "shame
and remorse" and saying "your trust had been betrayed and
your dignity has been violated."

His message, in a long-awaited, eight-page pastoral letter to
Irish Catholics, seemed couched in strong and passionate
language. But it did not refer directly to immediate
disciplinary action beyond sending a special apostolic
delegation to investigate unspecified dioceses and religious
congregations in Ireland. Moreover, it was, as the Vatican
said it would be, focused particularly on the situation in
Ireland, even as the crisis has widened elsewhere.

Obama Puts Off Asia Trip, Again, to Deal With Health Care

President Obama has decided not to leave on a scheduled trip
to the Pacific on Sunday, the second such delay in his travel
plan, in order to maintain full attention on the health care
overhaul before Congress. "The president greatly regrets the
delay," said his spokesman, Robert Gibbs. "Passage of the
heath insurance reform is of paramount importance, and the
president is determined to see this battle through." The trip
will be rescheduled for June, the White House said.

The proposed final health care legislation would cut the
federal deficit by more than $100 billion over the first 10
years, House Majority Leader Steny H. Hoyer said on Thursday,
citing a finding by the Congressional Budget Office that is
expected to be released on Thursday. The office found that
the overhaul would cut the deficit by more than $1 trillion
over the subsequent decade, Mr. Hoyer said.

Suffolk County Executive Steve Levy to Run for New York Governor as a Republican

Steve Levy, the Suffolk County executive and a popular
Democratic politician who last won re-election with 96
percent of the vote, will switch parties to run for New York
Governor as a Republican, a spokeswoman said.

His candidacy could touch off an intraparty battle with
former Representative Rick A. Lazio, a Republican who has
been running since September but has failed to attract much
enthusiasm or financial support.

Even if Mr. Levy were to prevail against Mr. Lazio, he would
be likely to face a formidable Democratic opponent in
Attorney General Andrew M. Cuomo.

Seeing Weak Recovery So Far, Federal Reserve Leaves Rates Unchanged

The Federal Reserve left its benchmark interest rate near
zero on Tuesday, affirming its view that job growth and other
economic indicators remained weak as the United States slowly
pulls itself out of recession. The Federal Open Market
Committee, the Fed's chief policy-setting arm, left the
Federal Funds target at zero to 0.25 percent, where it has
been since December 2008. As it has said since March 2009,
the committee said the rate was likely to remain
"exceptionally low" for "an extended period." Most economists
have taken that language to mean that the Fed would not begin
tightening monetary policy until later this year at the
soonest.

White House Identifies 3 to Fill Vacancies on Federal Reserve Board

Moving quickly to put its mark on the Federal Reserve, the
White House on Friday identified two economists and a lawyer
as its choices to fill all three vacancies on the central
bank's board of governors.

The economists are Janet L. Yellen, president of the Federal
Reserve Bank of San Francisco, who is the top choice for vice
chairman, and Peter A. Diamond, an M.I.T. economist who is an
authority on Social Security, pensions and taxation. The
lawyer, Sarah Bloom Raskin, is the Maryland commissioner of
financial regulation.

The Obama administration stopped short of saying that it
would formally nominate all three to the Senate, stating only
that Ms. Yellen was "a leading contender" and that Mr.
Diamond and Ms. Raskin were "under consideration."

President Obama is delaying his trip to Asia and Australia
next week, an administration official said Friday, so the
White House can focus on passing health care legislation in
the House.

The president's international trip had grown into a source of
frustration among many House Democrats, who complained

Settlement Reached to Pay Ground Zero Workers $657.5 Million

A settlement of up to $657.5 million has been reached in the
cases of thousands of rescue and cleanup workers at ground
zero who sued the city over damage to their health, city
officials said.

They said the settlement would compensate about 10,000
plaintiffs according to the severity of their illnesses and
the level of their exposure to contaminants at the World
Trade Center site.

Cuomo Will Recuse Himself From Paterson Cases

Facing growing political pressure, Andrew M. Cuomo, the New
York Attorney General, said he would appoint an independent
counsel to take over his office's investigation into two
matters involving Gov. David Paterson: whether he and his
administration interfered in a domestic violence case
involving an aide, and whether he lied to the state ethics
commission about receiving free tickets to a World Series
game at Yankee Stadium.

Mr. Cuomo, who is widely said to be planning a run for
governor in November, plans to appoint Judith S. Kaye, the
former Chief Judge of New York, to lead the inquiries.
