Senate Panel Rejects a 'Public Option' in Health Plan

After a half-day of animated debate, the Senate Finance
Committee on Tuesday rejected efforts by liberal Democrats to
add a government-run health insurance plan to major health
care legislation, dealing the first official setback to an
idea that many Democrats, including President Obama, say they
support.

The committee on Tuesday afternoon voted, 15 to 8, to reject
an amendment proposed by Senator John D. Rockefeller IV,
Democrat of West Virginia, to add a public option called the
Community Choice Health Plan, an outcome that underscored the
lack of support for a government plan among many Democrats.

Fed Will Keep Key Rate Near Zero for 'Extended Period'

The Federal Reserve acknowledged on Wednesday that an
economic recovery was under way, but signaled that it was
still much too early to start raising interest rates.

In a statement following a two-day meeting by the Fed's
policy makers, the central bank repeated that it would keep
its benchmark overnight interest rate at virtually zero for
"an extended period." That almost certainly means until at
least some time in 2010. Policy makers also announced that
they would extend the Fed's program to buy up almost $1.5
trillion worth of mortgage-related securities through the end
of March.

Court Upholds Paterson's Appointment of Lieutenant Governor

In a surprising reversal, New York State's highest court on
Tuesday upheld Gov. David A. Paterson's authority to appoint
a lieutenant governor. The Court of Appeals, in a divided
vote, said state law "affords the governor the authority to

The top military commander in Afghanistan warns in a
classified assessment of the war there that he needs
additional troops within the next year or else the conflict
"will likely result in failure."

The grim assessment is contained in a 66-page report that the
commander, Gen. Stanley A. McChrystal, submitted to Defense
Secretary Robert M. Gates on Aug. 30, and which is now under
review by President Obama and his top national security
advisers.
